LONASE signs landmark partnerships to modernise Senegal online gaming
The move comes as LONASE adapts to growing demand for digital options, allowing people to place bets from their phones using mobile money.
Senegal.- Senegal’s national gambling regulator, the Loterie Nationale Sénégalaise (LONASE), has signed technical partnership agreements with the three operators, including Jaap Sénégal (LONASE Way), Betting Partner (LONASE Partner) and 22 Bet (LONASE 22 Bet) as part of efforts to expand and modernise its service offerings.
The agreements replace older licences with technical partnerships, giving LONASE full operational control while preserving its legal monopoly over games of chance and prediction under Senegalese law. The signing ceremony in Dakar was led by LONASE Director General Dr. Toussaint Manga, with representatives from each company in attendance. Manga said the change aims to create fair arrangements that benefit all parties. He added that betting on these platforms supports legitimate gaming and channels profits back to the government.
Ousmane Ndiaye, hHead of LONASE Way, described the signing as the start of a shared effort. He said: “A partnership in its truest sense goes beyond a signature on paper. It builds through daily work, grows stronger with challenges and shows results over time.”
Fallou Tamba of LONASE 22 Bet and Ferdinand Sarr, Director of LONASE Partner, also issued statements highlighting how the partnership will deliver modern gaming tools and improve the player experience.

Through these partnerships, LONASE seeks to leverage the operators’ technical and operational expertise while maintaining government oversight. LONASE’s experience with physical games such as PMU and lotto, via partners like GIA and Honoré Gaming, provides the foundation for this digital expansion. The agreements will be regularly reviewed to ensure compliance with international security and responsible gaming standards.
