Kenya counts down to Gambling Regulatory Authority takeover as BCLB era nears end

With less than three weeks remaining, operators prepare for new licensing rules, stricter compliance and a major regulatory shift.

Kenya.- Kenya has less than three weeks remaining before the Gambling Regulatory Authority (GRA) assumes full control from the Betting Control and Licensing Board (BCLB), marking the end of an era for the country’s gambling sector. Operators are being urged to review compliance procedures and prepare for stricter oversight under the Gambling Control Act, 2025.

The transition process is scheduled to be completed by February 28, 2026, with a follow-up communication to announce the official commencement of the GRA and the resumption of licensing activities under the new regime.

During this period, all new and renewal licence applications remain suspended. The BCLB said: “The transition to the GRA is a critical step towards a modern, robust and responsible regulatory framework.”

Operators urged to gear up

Legal expert Caiphas Chepkwony has called on operators to act immediately. “Operators need to monitor official communications from the GRA for updates on the development and publication of the new regulations,” said Chepkwony.

On compliance, he added: “Operators must review current compliance frameworks to align internal policies with the anticipated requirements of the Gambling Control Act, 2025. Plan ahead for potential adjustments to licensing and operational obligations once the GRA’s new regulatory framework takes effect.”

Operators are warned that digital and online gambling platforms in particular face heightened scrutiny, including stricter rules on player protection, financial guarantees and responsible gambling protocols under the reformed legal framework.

Leadership in place

The GRA’s leadership structure is taking shape amid the transition. President William Ruto appointed former MP Joseph Kirui Limo as the Non-Executive Chairperson of the GRA, with his term effective from October 24, 2025.

The Authority also opened recruitment for the Director General/Chief Executive Officer role, and applications closed on February 6. The successful candidate will be responsible for day-to-day operations, strategic leadership and implementing the new regulatory framework once the Authority becomes fully operational.

As the less-than-three-week countdown continues, Kenya’s gambling industry faces a pivotal regulatory shift. The GRA takeover aims to modernise oversight, enhance consumer protection and align the sector with international best practices.
