Ghana Lottery Authority strengthens ties with Malta gambling regulator to boost oversight
Sinare and Abdul-Salam advance Ghana-Malta partnership through proposed MOU, training exchange and responsible gambling efforts.
Ghana.- The Ghana Lottery Authority (NLA) is deepening its collaboration with the Malta Gaming Regulator (MGA) following a courtesy visit from Ghana’s High Commissioner to Malta, Kalsoume Sinare, a move aimed at enhancing the oversight and professionalism of Ghana’s lottery operations.
During the visit on September 26, Sinare was accompanied by her predecessor, Barbara Benisa, and informed NLA Director-General Mohammed Abdul-Salam that she had consulted Benisa, who briefed her on the existing partnership between the NLA, the Maltese government and the MGA. The discussion focused on strengthening these ties and addressing any outstanding matters in the partnership.

A NLA press release said: “Sinare assured Abdul-Salam of her dedication to continuing the work initiated by her predecessor, particularly in fostering collaboration between the NLA and MGA. Sinare emphasised that she would advocate for the signing of a Memorandum of Understanding (MOU), which would enable staff to participate in an exchange program with their counterparts in Malta.”
In regards to future plans, the release added: “Once finalised, the MOU will allow ten NLA staff members to visit MGA annually to observe best practices.”
Enhancing lottery governance
By fostering collaboration with the MGA, the NLA is positioned to improve regulatory oversight, operational transparency and staff expertise, which are key factors in promoting responsible gambling and reducing opportunities for illegal lottery operations in Ghana. Malta, home of the MGA, is a leading hub for regulated online and land-based gambling in Europe and serves as a model for best practices in licensing, compliance and player protection.
Abdul-Salam welcomed the ambassadors and commended their efforts in advancing the NLA’s mission. He provided a briefing on the history of the NLA’s ties with the MGA, including visits by former President of Malta, George Vella, and former Foreign, European Affairs and Trade Minister, Ian Borg.
Abdul-Salam pledged his commitment to maintaining and enhancing the NLA’s relationship with the MGA and the Maltese government.
