Ghana.- The Gaming Commission of Ghana, which oversees the country’s gaming sector, has received excellent ratings from the State Interests and Governance Authority (SIGA) following an evaluation of its 2025 performance. The Commission is also strengthening regulatory oversight by reviewing its approach to analogue slot machines in response to public concerns, with the review focused on effective regulation, social responsibility and the protection of minors from gambling-related harm.

SIGA officials met with the Gaming Commission’s management in Accra on September 7, as part of the performance evaluation, the Commission said in a statement.

The evaluation formed part of SIGA’s statutory mandate under Ghana’s Public Financial Management Act, 2016 (Act 921) and the SIGA Act, 2019 (Act 990). It assessed the Commission’s performance against indicators covering efficiency and productivity, dynamic effects, management improvement, project implementation, and economic and financial performance.

SIGA commended the Commission for consistently meeting its reporting deadlines throughout the 2025 fiscal year. The Commission met the deadlines in all four quarters, resulting in its conformance rating being upgraded to excellent, reflecting an improvement over its previous assessment.

SIGA also commended the Commission for advancing legislative and regulatory reforms, an area that has featured consistently in its performance contracts. The evaluation team expressed satisfaction with the progress made.

The Commission was also commended for developing Standard Operating Procedures (SOPs) to strengthen internal processes and address administrative lapses. SIGA acknowledged the Commission’s Client Service Charter as an important mechanism for addressing licensing and compliance matters involving external stakeholders.

SIGA backs commission progress

In response to SIGA’s enquiries about regulatory oversight of analogue slot machines, the Commission said it is reviewing its regulatory approach in response to public concerns surrounding the machines. “The review seeks to balance effective regulation with social responsibility considerations, particularly the protection of minors from gambling-related harm,” the Commission said.

SIGA further commended the Commission for expanding its regional presence, noting that the expansion was helping to strengthen regulatory coverage and address major regulatory challenges.

Despite transition-related challenges during 2025, SIGA commended the Commission’s management for its strategic vision and operational efficiency, noting that the Commission had “fared credibly well” during the year.

SIGA officials also assured the Commission’s management that key issues raised during the evaluation would be escalated through the appropriate governance reporting channels.

The Gaming Commission said it remains committed to strengthening regulatory standards, protecting the public interest and promoting a well-regulated gaming industry that contributes meaningfully to Ghana’s socio-economic development.
