Gabon’s State Gaming operator receives African Lotteries Association board approval
GDJ’s approval strengthens Gabon’s ties with Africa’s lottery sector as the state gaming operator advances its post-reform development.
Gabon.- Gabon’s newly established state gaming operator, La Gabonaise des Jeux (GDJ), has received board approval to join the African Lotteries Association (ALA), marking another step in its development and strengthening its links with Africa’s lottery sector.
The ALA Board approved GDJ’s admission during a meeting in El Jadida, Morocco, on September 10, according to GDJ’s announcement and reports from Gabon Media Time. The meeting took place alongside the fifth edition of the Grand Prix d’Afrique, organised jointly by Morocco’s Royal Society for the Encouragement of the Horse (SOREC) and the ALA.
Roméo Nguema Ondo, director general of GDJ, said in a statement announcing the admission: “This membership in the ALA confirms the trajectory of GDJ. It allows us to enter into a solid framework of technical cooperation and to benefit from the experience of older African lotteries, while carrying the voice of Gabon within Pan-African institutions.”
The development follows GDJ’s efforts to build technical links with established African lottery operators. From August 10-14, it undertook a five-day benchmarking mission at Senegal’s National Lottery (LONASE), where the delegation examined lottery operations, product development, sales, customer service and gaming technology.
The admission remains subject to formal ratification by the ALA General Assembly in April 2027. Following ratification, GDJ is expected to participate in the association’s technical commissions and executive committee.
GDJ was created under Ordinance No. 0011/PR/2025 of December 30, 2025, as part of Gabon’s reform of the gambling sector. The state-owned operator falls under the supervision of the Ministry of Interior, Security and Decentralisation and is responsible for organising, operating and controlling gaming activities within its state monopoly.
At its first Board of Directors meeting on August 7, GDJ approved its Strategic Development Plan, operating budget, investment budget and internal regulations, establishing the framework for its operational rollout.
The ALA brings together public, mixed and private lottery and betting operators from across Africa. According to AGP, GDJ’s admission brings the association to 19 affiliated lotteries across 17 countries, although the Gabonese operator’s membership still requires formal ratification by the ALA General Assembly.
