Edo State launches Gaming and Lottery Regulatory Commission

By establishing clear and honest regulatory practices, the Commission aims to attract licensed operators, reduce unregulated betting and boost funding for public services.

Nigeria.- Edo State has taken a major step towards regulating its gaming and lottery sector with the establishment of a Gaming and Lottery Regulatory Commission, headed by Frank Okiye, a former speaker of the State House of Assembly. 

The new commissioners and board members, including Dandy Imoukhuede Oserei, Elvis Uadiale and Ndidi Osagiede, were sworn in on Tuesday, October 14, 2025, by Governor Monday Okpebholo at the Government House in Benin City

Leveraging his background in business and international political economics, Okiye pledged to promote transparency and boost the state’s revenue. He said: “It’s a revenue-driving agency, and the governor has charged me to improve Edo State’s revenue profile. With my experience and studies, I will leave no stone unturned to justify the trust placed in me.”

He described the task ahead as complex but manageable, stressing the importance of integrity and the adoption of advanced technology to ensure fairness. He stated: “Lottery is a game of luck that requires transparency to foster investor confidence. With the latest technologies, our operations will be free from corruption and clumsiness.”

The establishment of the Commission comes after Governor Okpebholo approved a regulatory framework for gaming activities in the state on September 30. The initiative is part of a broader strategy to increase Edo State’s internally generated revenue. By establishing clear and honest regulatory practices, the Commission aims to attract licensed operators, reduce unregulated betting and boost funding for public services.

Aware of the potential hurdles ahead, Okiye assured that he is ready to tackle the intricacies of his new position. He said: “It’s rigorous and complex, but I am fully prepared to handle it.”
