Congo pushes gambling reform agenda at Gaming Tech Summit Africa 2026

DRC delegation used the event to showcase reforms being implemented in the nation’s gambling sector.

DR Congo.- The Democratic Republic of Congo has reaffirmed its plans to modernise gambling regulation and strengthen oversight of the sector at the Gaming Tech Summit Africa 2026, held from June 2 to 4 in Nairobi.

A delegation from the Cell for the Supervision of Gambling and Games of Chance (CSJA), acting on behalf of Finance Minister Doudou Fwamba Likunde Li-Botayi, attended the Nairobi summit and used the event to showcase reforms being implemented in the DRC’s gambling sector.

The delegation took part in discussions covering gambling taxation, technological innovation, digital payment systems, regulatory compliance and measures to combat money laundering and terrorist financing.

During several panel sessions, Congolese officials outlined efforts to build a more transparent and technology-driven regulatory framework aligned with international standards. The delegation also shared the country’s experience in overseeing a rapidly evolving gambling market and discussed the role of technology in improving regulatory effectiveness.

Among the speakers was Didier Bobwa Wese, head of information systems and gaming operations monitoring at the CSJA, who highlighted the potential of automated monitoring systems to provide real-time oversight of gambling activity and support enforcement efforts.

According to the CSJA, the summit also created opportunities to strengthen cooperation with fellow African regulators and explore technical partnerships aimed at improving gambling supervision across the region.

The participation forms part of broader reforms being pursued by the Ministry of Finance as the DRC seeks to strengthen governance, compliance and transparency within its gambling industry.

Last month, the ministry announced that the country is preparing to centralise gambling oversight through a new digital monitoring platform. Officials said the system will be used to consolidate supervision of gaming operators and improve regulatory control as the sector expands nationwide.
