Cabo Verde lottery goes fully digital with online betting and live draws
Lottery draws are now accessible online with live streaming, marking a major shift from the traditional paper-based lottery system.
Cabo Verde.- Cabo Verde Red Cross (CVCV), the country’s social lottery operator, has launched the nation’s first fully digital lottery. The flagship game, ‘Totoloto’, and its complementary ‘Joker’ draw can now be played online, with live streaming giving players real-time access to results. After nearly two years of planning and testing, players across the island nation can place bets and follow draws as they happen.
The digitalisation represents a “major shift from the previous system”, when players had to buy paper tickets at outlets and wait for results via television, radio or posted notices, according to a RTC Cabo Verde report.
Totoloto allows players to pick numbers with prizes awarded for matching the draw, while Joker provides additional chances to win through a separate Joker number. CVCV said: “Our goal is to make the lottery system fully accessible to all Cabo Verdeans, allowing them to participate safely and conveniently from their homes.”
Lottery faster and safer after digital upgrade

Both Totoloto and Joker are operated by CVCV as a social lottery, with proceeds funding humanitarian and community programs across Cabo Verde. The digital platform provides instant confirmations, live draw streaming and electronic prize processing, making participation faster, safer and more transparent.
The project faced early delays in December 2023, but by mid-2024, 90 per cent of the system was complete, leading to the launch of the online platform in June 2024. By September 2025, the digital lottery system is now considered fully operational, marking the culmination of an almost two-year transition.
CVCV says ongoing digital upgrades will continue to improve accessibility, particularly for players on remote islands, and make the lottery more efficient and user-friendly.
