Finance Ministry’s approval formalises the regulatory framework, boosting Angola’s National Lottery and expanding opportunities for players and retail agents.

Angola.- Angola’s Loto 5/90 game has received official approval from the Ministry of Finance, formalising its legal and regulatory framework under Executive Decree No. 695/25. The approval provides a clear legal basis for the game’s operation, strengthening oversight and regulatory compliance.

Angola’s Loto 5/90 game, part of the National Lottery framework, is operated by Mota Tavares and Jogos S.A., a private concessionaire. The company handles day-to-day operations, including ticket sales, draws and marketing, while the government oversees compliance with national gaming laws and ensures standards for transparency and responsible play are maintained.

While Loto 5/90 was commercially launched in early 2025, giving players access to the game through more than 500 retail agents in Luanda, the Ministry’s recent approval formalised the game’s legal framework, clarifying operational rules and guaranteeing compliance under Angolan law.

Lottery sector expansion

The approval represents a significant milestone in the development of Angola’s regulated lottery sector. A Correio da Kianda report said: “The Ministry of Finance approved the operation of the Loto 5/90 game, formalising the legal and regulatory framework for the operation of the National Lottery of Angola.”

The lottery’s expansion continues in 2026, with additional products such as Totobola sports lotteries and instant tickets planned to diversify engagement and revenue streams. Officials emphasise that all operations will follow strict transparency and responsible gaming standards, balancing entertainment with social and economic benefits.

The report added: “The National Lottery aims to expand its network of agents and provide employment and training opportunities for young Angolans, ensuring transparency and responsibility in the operation of the game.”

Angola’s model, combining state regulation with private-sector management, positions the country as a leading example in Africa of modernising lottery operations while protecting players and ensuring regulatory compliance.
