Italy’s land-based gambling reforms dropped from government agenda

The draft Land-based Gambling Reorganisation Decree in Italy has been removed from the government’s legislative agenda for this year after being rejected by Prime Minister Giorgia Meloni’s office. The proposed reforms aimed to standardise oversight under the ADM and faced delays due to negotiations with regional authorities. The delay is expected to impact tax revenues and investment in the gambling sector. Additionally, a new proposal for a football betting levy to fund the sport has been introduced. Senator Paolo Marcheschi’s Bill 1902 suggests a 2 per cent tax on all football bets in Italy from January 1, 2027, with funds redirected from existing tax proceeds. The industry association AGIC has expressed concerns about the lack of long-term certainty in Italy’s retail gambling market.

Maltese regulator highlights areas for improvement after review of igaming governance

The Malta Gaming Authority (MGA) conducted a review of governance assurance among Maltese gambling operators and suppliers. The study focused on key functions such as CEO, compliance, internal audit, and AML/CFT prevention. The MGA found that many companies had mature governance frameworks but also identified areas for improvement, including over-reliance on senior decision-makers and weaknesses in audit trails. Additionally, suggestions were made for clearer requirements for gambling operators to share data with authorities and intervene in risky behaviour. The debate indicated a push for new gambling reforms, with some speculating that Prime Minister Andy Burnham may be more supportive of such changes.

In the latest edition of “5 Leaders – 1 Question”, Focus Gaming News asked five figures from Africa’s gaming and regulatory community — Arinze Arum, Wendy Rosenberg, Olabimpe Akingba, Moruntshi Kemorwale and Moss Gondwe — what it would really take to move Pan‑African regulatory harmonisation from repeated discussion to an actionable framework.

Collectively, they argue that harmonisation should focus on shared principles and minimum standards, not a single law for all countries: Arum calls for a multilateral cooperation framework centred on common rules for player protection, AML, information sharing and cross‑border collaboration while preserving domestic flexibility; Rosenberg warns that, in the absence of an EU‑style supranational legal structure — and with internal fragmentation even inside South Africa — full legal uniformity is a long‑term aspiration rather than an imminent prospect; Akingba stresses that regulators can still align on core standards and evidence‑based benchmarks without identical legislation, treating illegal gambling as a continental challenge rather than a purely national one; Kemorwale pushes for principles‑based alignment on licensing, responsible gambling, consumer protection, cybersecurity, data governance and ESG, backed by regional pilots and joint enforcement against illegal online operators; and Gondwe highlights the urgency of coordinated strategies against borderless illegal operators and underage gambling so that Africa can protect tax revenues, strengthen regulatory capacity and give responsible investors clearer, more consistent operating conditions.
