Romania proposes more local control over gambling venues

The Romanian government is considering granting local authorities the power to decide on gambling venues within their jurisdictions. Minister Cseke Attila’s proposals would allow city and town halls to authorise or refuse licenses for venues and set conditions for their operation. This initiative follows a ban on gambling in small rural towns and aims to bridge the economic gap between cities and rural areas. While the government seeks to reward jurisdictions generating new revenue, concerns about problem gambling persist. The USR calls for sector reforms, including limiting gambling spending and replacing the Romanian gambling regulator. Recent audits revealed irregularities in the regulator’s supervision of gambling licenses. Additionally, the government is exploring a new gambling self-exclusion system and considering tax reforms on player winnings.

Gambling Commission to review commercial restrictions on British betting accounts

The UK Gambling Commission is reviewing how licensed operators apply commercial restrictions on betting accounts to ensure fairness and transparency for customers. Data shows that 4.31 per cent of active customer accounts are restricted in some form, with stake factor reductions being the most common restriction. Account closures and market restrictions are also applied. The Commission aims to understand the impact of these restrictions on customer behaviour and prevent illegal gambling activities. Operators are encouraged to communicate restrictions clearly to customers and improve transparency. While the Commission does not mandate how operators manage their liabilities, it seeks to ensure fair and open gambling practices and prevent adverse effects on the regulation effectiveness. Further engagement with the industry is planned to address these issues.

Isle of Man bans igaming software owner from regulated gambling

The owner of Boldwood Software, Phua Cheng Wan, has been indefinitely banned by the Isle of Man Gambling Supervision Commission from participating in regulated gambling activities on the island. Despite no charges being brought, the regulator found ties between Phua and “bad actors”, leading to the decision to revoke his licence. The ban may be lifted if Phua successfully petitions for its reversal. Boldwood Software, with expertise in igaming, voluntarily gave up its licence after receiving an Enforcement Report. This regulatory action comes amidst scrutiny of the Isle of Man’s gambling framework, with recent penalties imposed on other operators for compliance failures. Celton Manx and TGP Europe surrendered their licences following AML breaches, highlighting ongoing challenges in the industry.

Fernando Vieira, IBJR: “It’s important for the sector to unite to tackle current challenges and promote responsible gaming”

The Brazilian Institute for Responsible Gaming (IBJR) has partnered with the National Association of Games and Lotteries (ANJL) to combat illegal gambling. IBJR’s Executive President, Fernando Vieira, emphasised the importance of cooperation in promoting responsible gaming and addressing challenges in the sector. The partnership aims to exchange information on unlicensed activities and raise awareness about the risks of illegal platforms. The IBJR also raised concerns about overtaxation in the online betting segment, warning of the negative impacts on operators and the regulated market. A study supported by IBJR revealed that illegal platforms evade taxes and pose risks to players, highlighting the need for collaborative efforts to combat illegal gambling in Brazil.

Gambling sponsorship could return to Italian sport under new decree

Summary: Italy’s proposed Sports Decree aims to revitalise Italian sport by potentially allowing gambling sponsorships, which were banned under the 2018 Dignity Decree. Prime Minister Giorgia Meloni supports infrastructure upgrades ahead of the Milan-Cortina Winter Olympics. The decree also includes a 1 per cent tax on sponsorship income for sports clubs, designated for stadium renovations and responsible gambling programs. The repeal of the gambling sponsorship ban could bring back up to €150m annually to Italian football. The final decree may also address rules for gambling ads on TV and online, with the government considering easing restrictions to promote channelisation to the regulated market. The issue of gambling addiction is a key concern, with a balance sought between economic benefits and social responsibility. Other European countries like Spain, Belgium, and the Netherlands have also implemented bans on gambling sponsorship.
