The United Arab Emirates’ General Commercial Gaming Regulatory Authority (GCGRA) has refreshed its strategy for 2027–2029, setting out the vision, mission and values guiding its next phase of development.

The authority said the launch brought colleagues together to establish a clear direction for its work over the next three years, in a LinkedIn post. Its vision is to become one of the world’s most respected gaming regulators, recognised for integrity, excellence and enabling a safe, responsible and thriving commercial gaming industry.

The authority stated its mission as: “We regulate with integrity, fairness and consistency to protect the public, safeguard market integrity and create the conditions for licensed participants to grow and prosper responsibly.”

The GCGRA’s five core values are integrity, respect, accountability, resilience and proactiveness, which guide how its colleagues work together, make decisions and deliver the authority’s mandate.

The GCGRA is the UAE’s federal regulator for commercial gaming, with exclusive jurisdiction to regulate, license and supervise commercial gaming activities and facilities in the country. The strategy update comes amid continued development of the UAE’s commercial gaming regulatory framework and cooperation between regulatory authorities.

In August 2026, the GCGRA signed a memorandum of understanding with Abu Dhabi Global Market’s Financial Services Regulatory Authority to strengthen information sharing and regulatory cooperation. The agreement provides a framework for supervisory coordination, policy dialogue, investigative assistance and the exchange of regulatory information.

The UAE’s regulatory framework was also discussed at the Global Gaming Expo (G2E) 2026 in Las Vegas. The “UAE Gaming Developments” panel, held on September 29, examined the country’s regulatory structure, licensing landscape and considerations for companies entering the market. A separate discussion hosted by the International Association of Gaming Advisors on September 28 featured GCGRA chief executive Ciarán Carruthers discussing responsible gaming and anti-money laundering policies.
