Licensed prediction betting coming to Spain?

Press release.- A recent Gaming in Spain webinar highlighted several major developments in the Spanish regulated igaming market.
New legislation
The DGOJ recently launched a public consultation on a series of specific amendments to Spain’s Remote Gambling Act. The proposed measures include:
- Stricter player ID requirements to prevent income tax evasion.
- A registry for approved B2B software suppliers to help fight illegal gambling.
- Additional advertising restrictions in line with previous government attempts to restrict gambling advertising.
Cross-operator deposit limits
The Spanish government approved a new framework for cross-operator deposit limits, starting with a six-month testing period on September 25, leading to its full introduction by March 25, 2027. This is expected to lead to a €300m decline in annual onshore player spend, with market channelisation expected to drop from 76 per cent to 74 per cent in 2027, stabilising at around 71 per cent from 2028 onwards.
Prediction markets & prediction betting
Following enforcement actions against Polymarket and Kalshi, opportunities still exist to offer prediction betting under current Spanish igaming regulations, permitting betting on sporting events where the operator acts only as an intermediary.
2026 Gaming in Spain Conference
The Gaming in Spain Conference will take place on Tuesday, October 15 in Madrid, covering new regulatory developments including the DGOJ’s new problem gambling detection algorithm and cross-operator deposit limits. New game types such as prediction betting and sweepstakes will also be discussed.
