Tech-Enabled. Future-Ready\u201d approach and details its AI Master Plan. During the year, GRA expanded its use of Microsoft Copilot and other digital tools and deployed AI bots to help officers access corporate resources and tools capable of flagging anomalies during audit log reviews, the regulator said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The authority\u2019s <strong>Digitalisation Masterplan 2.0<\/strong> will further integrate generative AI and analytical AI models alongside greater automation of compliance monitoring and risk-based decision-making.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Chief executive Daniel Tan<\/strong> said technology was being positioned as a strategic enabler for the regulator, while stressing that officers must continue developing their core regulatory skills. \u201cEmpowering officers to experiment with and apply AI has strengthened their capabilities and confidence in using these technologies effectively and responsibly,\u201d Tan said in the report.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">AML and enforcement<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">GRA said it supported <strong>Singapore\u2019s Financial Action Task Force (FATF) Mutual Evaluation<\/strong>, which recognised the country\u2019s robust and risk-based approach to anti-money laundering, countering the financing of terrorism and countering proliferation financing. The evaluation also recognised the casino sector\u2019s understanding of these risks and GRA\u2019s close supervision of casino operators.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for  <strong>enforcement actions<\/strong> against licensed operators in FY2025\/26, Marina Bay Sands received a S$100,000 (US$78,200) financial penalty for failing to obtain prior approval for casino promotions, Singapore Pools was fined S$100,000 (US$78,200) for failing to verify customers\u2019 exclusion status, and Resorts World Sentosa received a S$75,000 (US$58,600) penalty over casino promotions that were not conducted according to GRA approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report recorded S$66.5m (US$52m) in casino licence fee income for FY2025\/26, compared with S$49.4m (US$38.6m) in the previous financial year. Total licence fee income reached S$70.4m (US$55.1m), up from S$52.3m (US$40.9m). Overall income was S$71.8m in FY2025\/26, compared with S.4m in FY2024\/25.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GRA chairman <strong>Hoong Wee Teck<\/strong> noted that the number of Singapore citizens and permanent residents visiting casinos fell from about 94,000 in 2024 to 91,000 in 2025. This represented 2.7 per cent of Singapore\u2019s adult population, compared with 2.8 per cent the previous year.
