The Philippine gaming regulator is awaiting a ruling from the Governance Commission for GOCCs on its proposed separation of regulatory and commercial functions.<\/p>\n\n\n\n\n\n\n\n

Philippines.- The Philippine Amusement and Gaming Corp (PAGCOR) anticipates that a decision on the proposal to split its regulatory and commercial casino operation roles will be announced imminently. The plan, intended to eliminate the potential conflict of interest arising from the agency both regulating and operating casinos, is under review by the Governance Commission for Government-Owned or -Controlled Corporations (GCG).<\/p>\n\n\n\n

“Currently, the proposal remains under review by the GCG, and we expect a decision to be out very soon,” PAGCOR chairman and chief executive Alejandro Tengco said in a press release today.<\/p>\n\n\n\n

Once the GCG finishes its evaluation, it will forward the proposal to the Office of the President. If the president is in favour, an executive order will be issued to implement the separation. PAGCOR would step away from its role as casino operator and focus solely on regulating the gaming sector. PAGCOR currently runs around 40 Casino Filipino branches and satellite venues, which it plans to privatise.<\/p>\n\n\n\n

Tengco characterised the planned split as a crucial institutional reform. He has noted that the Philippine gaming market has shifted considerably since the Casino Filipino network was founded, citing the rise of private licensees and the expansion of electronic gaming as key drivers behind Pagcor’s reassessment of its commercial role. <\/p>\n\n\n
