The programme is designed to strengthen individual and organisational capability and deepen sector knowledge. It advances informed dialogue on evidence-led policy, contemporary regulatory practice and the integrity that sustains public confidence, and is equally concerned with the innovation, leadership and stewardship that mark a capable, well-governed and forward-looking industry.

The 2027 Call for Speakers invites proposals that stimulate curiosity, challenge assumptions and advance discussion, whether they speak to regulatory practice and reform or to industry innovation, leadership and stewardship. Contributions are welcomed across the programme’s core themes: policy, regulation and enforcement; compliance, AML and financial crime; products, technology and innovation; safer gambling, harm prevention and consumer protection; integrity, intelligence and security; and leadership, governance and public trust.

A broader platform for 2027

The seventh edition brings all formats together within the main programme, with Pitch! staged on the main plenary for the first time.

Keynotes, Featured speakers and panels anchor the programme across the three days. Keynote and individual sessions run for 40 minutes including audience questions, while panels run for one hour and are structured to bring genuinely diverse expertise and perspective to each discussion rather than aligned or repetitive viewpoints.

MasterClass offers a deeper, practitioner-led format for delegates seeking to build capability and work through complex challenges in greater detail. Regulating the Game welcomes expressions of interest from prospective MasterClass leaders.

Pitch! moves into the main plenary for the first time, having previously been staged as a standalone event at the Sydney Opera House. As a marketplace for ideas, Pitch! brings established organisations and emerging providers onto the same stage, where solutions are tested against shared measures of impact, feasibility, scalability and governance fit.

Industry Spotlight Sessions return as concise 15-minute presentations on the main stage, giving manufacturers, operators, suppliers, technology providers and other established organisations a platform to speak to organisational strategy, sector direction and market-ready capability. Slots are limited.

Conference chairs

Regulating the Game is also inviting expressions of interest for Conference Chair roles. Each Chair stewards a day of the conference, shaping dialogue, setting the tone, and guiding discussion across the programme’s central themes. The role suits persuasive communicators with standing across the sector who can frame critical conversations and draw out diverse expertise and perspectives.

Distinguished company

Recent editions have drawn contributors from across the international regulatory, industry and research community, among them:

Paul James, Secretary for Internal Affairs and Chief Executive, Department of Internal Affairs (Te Tari Taiwhenua), New Zealand

Dr Marla Royne Stafford, Professor of Marketing at the University of Nevada, Las Vegas, and a leading authority on responsible gambling

Annette Kimmitt AM, former Chief Executive Officer of the Victorian Gambling and Casino Control Commission

Brendan Thomas, Chief Executive Officer, AUSTRAC

Dr Ron Ben-David, Deputy Chair of the Victorian Gambling and Casino Control Commission

Donata Szabo, Regional Head of Licensing, Government and Regulatory Affairs (EMEA and APAC) at Sportradar

Andrew Gellatly, Executive Director of the Alderney Gambling Control Commission

Linda Eeg Lomborg, Head of Division, Danish Gambling Authority

David Tsai, Chief Executive Officer of Crown Resorts

Ciarán Carruthers, former Chief Executive Officer of Crown Resorts

Andrew Vouris, Chief Executive Officer of Entain Australia and New Zealand

Barni Evans, former Chief Executive Officer of Sportsbet

Dan Rule, General Manager, Regulatory and Compliance at Endeavour Group

Jane Lin, Executive Director, Regulatory Operations & Enforcement, L&GNSW

Titus O’Reily, author of Please Gamble Irresponsibly and one of Australia’s best-known sports writers and broadcasters

Dr Bo Bernhard, Vice President of Economic Development at the University of Nevada, Las Vegas

Arie Freiberg AM, Emeritus Professor of Law at Monash University

Paul Newson, founder of Regulating the Game, said, “Each edition has widened the discussion, from compliance towards stewardship, leadership and the long-term health of the sector.
