Residents have petitioned against the new floating casino on the Mandovi River due to its size and safety concerns.<\/p>\n\n\n\n\n\n\n\n

India.- The Bombay High Court in Goa has directed the state government to respond to a petition challenging the approval of a new offshore casino vessel on the River Mandovi<\/a>. The petition filed by residents from Panaji and Reis Magos opposes the replacement of the MV Royale Flotel with a significantly larger vessel. <\/p>\n\n\n\n

Residents contend that the Goa Gambling Act does not permit a direct replacement of one vessel with another of vastly different size and capacity. They argue that Section 13E of the Act allows licence transfers only to another person, not to a new vessel, and that the new vessel requires a fresh licence application.<\/p>\n\n\n\n

The new ship approved measures 112 metres in length, 28 metres in width, and stands seven storeys high, with a guest capacity of 2,000. In comparison, the current vessel is 60.2 metres by 13 metres and accommodates only 70 guests.<\/p>\n\n\n\n

According to the petitioners, the new vessel\u2019s capacity would exceed the combined total of all six existing offshore casino vessels on the Mandovi River, which stands at 1,987 guests. Residents and local authorities have raised concerns about navigational safety. The Captain of Ports and the Secretary of Ports previously warned that such a vessel could create congestion and bottlenecks at mooring points. Petitioners also called for a thorough assessment of environmental, safety, and operational impacts.<\/p>\n\n\n
