He says the decision reflects a cautious approach aimed at ensuring risks are properly managed.<\/p>\n\n\n\n<p>The now-paused proposal had been expected to launch in September, following an announcement by financial secretary <strong>Paul Chan Mo-po<\/strong> in the annual budget last year. However, officials reversed course last week, blaming the rapid rise of prediction markets.
