Japan.- Aichi Prefecture<\/strong> has launched a request for opinions after releasing a draft implementation policy for a potential integrated resort (IR) with a casino to be developed on reclaimed land adjacent to Chubu Centrair International Airport. The draft outlines a 35-year project term with possible extension.<\/p>\n\n\n\n

According to the draft document published by the prefectural government, the policy is intended to provide a framework for examining the feasibility of an IR project<\/a> and gathering feedback from before any formal request-for-proposal phase. The consultation will run until March 19<\/strong>, as authorities seek to assess market interest ahead of a national IR application window expected in 2027.<\/p>\n\n\n\n

The proposed site, located within Centrair 4-chome and 5-chome in Tokoname City, covers approximately 50 hectares<\/strong> in Ise Bay, a marine reclamation area currently home to Chubu Centrair International Airport and the Aichi Sky Expo exhibition complex. The prefecture confirmed that the land would be leased or sold to the selected IR operator and that Aichi Sky Expo (ASE) would be transferred to the project developer as part of the scheme.<\/p>\n\n\n\n

A MICE-led \u201cinternational tourism city\u201d<\/h2>\n\n\n\n

The draft policy states that the core objective of the development is to create an \u201cinternational tourism city with MICE as its core<\/strong>,\u201d leveraging the airport\u2019s connectivity, regional industrial base and surrounding tourism resources. The strategy emphasises meetings, incentives, conferences and exhibitions (MICE) as a driver of sustainable tourism growth and international competitiveness.<\/p>\n\n\n\n

The IR would be required to include large-scale international conference facilities with a single-room capacity of at least 3,000 people and a total conference capacity of at least double that figure, alongside exhibition space of no less than 60,000 square metres. Accommodation facilities are expected to reach a total guest-room floor area of around 100,000 square metres or more, complemented by entertainment, cultural and tourism-promotion venues showcasing Japanese traditions, arts and industrial tourism.<\/p>\n\n\n\n
