The new requirement will take effect on April 1, 2026.<\/p>\n\n\n\n<p>According to a memorandum issued by PAGCOR\u2019s Electronic Gaming Licensing Department and approved by the regulator\u2019s board, the measure is designed to close gaps in the existing fee structure and ensure more consistent revenue contributions from online gaming operators. The fee regime will be rolled out in two phases and will apply to GSAs with and without electronic casino games, with different thresholds based on monthly gross gaming revenue (GGR).<\/p>\n\n\n\n<p>From April 1 to September 30, 2026, GSAs offering electronic casino games will be required to pay a monthly MGF of PHP9m (US$152,000) if they generate at least PHP30m (US$510,000) in GGR. GSAs without electronic casino games will be charged PHP3m (US$50,000) per month, provided they reach a minimum monthly GGR of PHP15m.<\/p>\n\n\n\n<p>From October 1, 2026, the thresholds and fees will increase. GSAs with electronic casino games posting at least PHP35m (US$595,000) in monthly GGR will pay PHP10.5m (US$179,000), while those without electronic casino games earning at least PHP20m (US$340,000) per month will be required to pay PHP4m (US$68,000).<\/p>\n\n\n\n<p>PAGCOR said newly accredited GSAs will be given a six-month window to commence operations before the MGF is imposed, regardless of operational status. Operators that fail to meet minimum GGR requirements for five cumulative months may face warnings and a review of their accreditation, while undeclared electronic casino offerings could lead to sanctions, including suspension or revocation.<\/p>\n\n\n\n<p>As of early December, PAGCOR listed 65 accredited GSAs, including major integrated resort operators with online gaming activities.
