Deputy communications minister Teo Nie Ching said the aim was to obtain a “holistic overview” of regulatory options for risks in online environments where minors interact.

She said the study will assess technological readiness, international benchmarks and the suitability of various models. The Malaysian Communications and Multimedia Commission is also evaluating different approaches to age and identity verification for social media users, she said.

Responding to a question from senator Norhasmimi Abdul Ghani about measures to monitor paedophilic activities, she said: “While online gaming content is not a licensed service category, enforcement can still be initiated if it breaches laws like Section 233 of the Communications and Multimedia Act 1998, or following a report by an individual or authority.

“Actions may include requests for content removal, further investigation, or applications to block related websites, subject to applicable laws. Nevertheless, parents must monitor their children to prevent exposure to violence, crime, gambling, and virtual rewards that encourage aggressive behaviour. It must be emphasised that a device is not a babysitter, and it is certainly not a substitute for a parent,” she said during the oral question-and-answer session in Dewan Negara today.

Under current frameworks, enforcement may involve requiring content removal, conducting investigations or blocking websites. The Online Safety Act 2025 now requires licensed application and network service providers to regulate harmful content on their platforms. The MCMC is finalising regulations and subsidiary codes with emphasis on protection measures for minors and clearer age-based content classification standards.

   See also:

See also: Meta pushes back against Malaysia’s social media licensing

Deputy communications minister Teo Nie Ching says the government aims to obtain a “holistic overview”

The Malaysian government is undertaking a comprehensive review of child safety risks within online gaming and broader online environments, aiming for a holistic overview of regulatory options.
