Thailand\u2019s top legal advisory body has blocked the Government Lottery Office\u2019s proposal.<\/p>\n\n\n\n\n\n\n\n

Thailand.- The Council of State (CoS) has rejected a proposal from the Government Lottery Office (GLO) to offer partial refunds to buyers of non-winning digital lottery tickets. It concluded that the initiative fell outside of the scope of the GLO\u2019s statutory objectives.<\/p>\n\n\n\n

Finance permanent secretary Lavaron Sangsnit, who also chairs the GLO board, said the agency had sought a legal review from the CoS for the refund mechanism, which would have redirected part of the GLO\u2019s revenue share from tickets into a personal savings account for players whose tickets didn’t win. However, the CoS ruled that the plan did not align with the GLO\u2019s core objectives of producing, distributing and awarding lottery prizes.<\/p>\n\n\n\n

The permanent secretary said the government’s economic cabinet would explore alternative measures to promote national savings. Other savings-linked lottery initiatives remain in motion. The National Savings Fund (NSF) aims to launch its \u201cretirement lottery\u201d in the first quarter of next year, following amendments to the NSF Act. The fund is awaiting regulatory approval from the Finance Ministry and confirmation of central-budget funding for prize payouts.<\/p>\n\n\n
