Alejandro H. Tengco says operators are undergoing a difficult but necessary transition.<\/p>\n\n\n\n\n\n\n\n

The Philippines.- Speaking during a gathering of the Association of Independent Licensed Gaming and Amusement Operators (AILGAO), Alejandro H. Tengco, chairman and CEO at the Philippine Amusement and Gaming Corporation (PAGCOR), said that the country\u2019s e-games and e-bingo operators are navigating a \u201cdifficult but necessary transition\u201d toward \u201cstricter safeguards and more transparent operations\u201d.<\/p>\n\n\n\n

Tengco acknowledged that recent reforms have prompted adjustments across the sector. He cited the mandatory de-linking of e-wallets<\/a> from online gaming platforms, which he said is intended to strengthen the credibility of legitimate operators while preventing potential harm.<\/p>\n\n\n\n

\u201cYou may be interested to know that in the third quarter of 2025, we recorded an industry GGR that was a bit lower than last year. But this reflects an industry transitioning to stronger and safer practices,\u201d he said.<\/p>\n\n\n\n

\u201cWe know that many of you were affected by this sudden development,\u201d he added. \u201cHowever, we must not look at these reforms as obstacles but as safeguards designed to protect your players, your businesses, and the entire ecosystem you operate in.\u201d<\/p>\n\n\n\n

Tengco warned that while legitimate licensees are adapting, illegal operators continue to expand aggressively without paying taxes or observing player protection protocols. \u201cThey expose players to financial fraud and data theft,\u201d he said. \u201cBut the worst part is, they damage the reputation of the entire industry, including the legitimate ones.\u201d<\/p>\n\n\n\n

Tengco commended the licensed operators for their resilience and willingness to comply <\/strong>with more stringent rules. \u201cTonight, we recognise all of you for being the backbone of the legitimate online gaming sector: innovating and adapting quickly, and staying compliant even when the rules become stricter,\u201d he said. \u201cYou understand that integrity is the foundation of sustainability<\/a>.\u201d<\/p>\n\n\n\n

During the event, AILGAO presented Tengco with a Gaming Exemplary Leadership Award.<\/p>\n\n\n\n
