The review is to cover the 2023\u20132025 period.<\/p>\n\n\n\n<p>He made the comment during his 2026 Policy Address at the Legislative Assembly on Tuesday (November 18). Titled \u201cAccelerate reforms and efficiency with keen determination; overcome challenges and promote diversification with fortified efforts,\u201d the speech outlined the SAR government\u2019s key priorities for 2026.<\/p>\n\n\n\n<p>The CE said: \u201cWe will urge concessionaires to fulfil their concession contract commitments, implement gaming and non-gaming investments and expand diversified tourism projects and products.\u201d<\/p>\n\n\n\n<p>In 2022, Macau\u2019s six concessionaires <a href=\"https:\/\/focusgn.com\/asia-pacific\/macaus-gaming-law-amendment-bill-approved\" target=\"_blank\" rel=\"noreferrer noopener\">pledged to the city\u2019s government<\/a> that they would invest MOP118.8bn (US$14.8bn) between them over the course of their new 10-year permits, from 2023 to 2032.<\/p>\n\n\n\n<p>As for government priorities, the chief executive said: \u201cThe SAR Government will focus on cultivating internationally competitive new industries through enhanced policy support, increased capital investment and optimised business environments, thereby effectively implementing the <strong>\u20181+4\u2019 objectives for moderate economic diversification<\/strong>.\u201d<\/p>\n\n\n\n<p>The government has set a target to derive 60 per cent of gross domestic product from non-gaming attractions by 2028. <\/p>\n\n\n\n<p>Macau&#8217;s <a href=\"https:\/\/focusgn.com\/asia-pacific\/macau-lawmakers-pass-budget-lowering-gaming-tax-revenue\" target=\"_blank\" rel=\"noreferrer noopener\">2025 fiscal budget<\/a>&nbsp;amendment bill forecasts annual gaming tax revenue of&nbsp;<strong>MOP79.8bn (US$9.87bn)<\/strong>. The government cut its GGR estimate from MOP240bn ($29.69bn) to MOP228bn ($28.2bn) due to global economic conditions and changes in tourist consumption patterns.<\/p>\n\n\n\n<p>The Gaming Inspection and Coordination Bureau (DICJ) reported that Macau\u2019s gross gaming revenue (GGR) was&nbsp;<a href=\"https:\/\/focusgn.com\/asia-pacific\/macau-october-ggr-reaches-new-record-since-covid-19-pandemic\" target=\"_blank\" rel=\"noreferrer noopener\">MOP24.09bn (US$3bn) in October<\/a>.&nbsp;Cumulatively, Macau\u2019s GGR for the&nbsp;<strong>first ten months of 2025<\/strong>&nbsp;was MOP205.43bn (US$25.64bn), an 8 per cent increase year-on-year.
