The Government Lottery Office is considering a new model with rollover prizes.<\/p>\n\n\n\n\n\n\n\n

Thailand.- The Government Lottery Office (GLO) is studying the introduction of a \u201clotto-style\u201d lottery that could be managed by private operators in a move that would mark a major departure from the state-run model that has existed for more than a century. The office is gathering public feedback on proposed amendments to its governing law, which would expand its powers and pave the way for new formats.<\/p>\n\n\n\n

According to Finance Ministry sources, the scheme would resemble international systems where unclaimed prize money rolls over into subsequent draws, creating larger jackpots to attract more players. Private companies could oversee ticket issuance and prize draws, shifting responsibility from the GLO\u2019s current management of the six-digit, digital six-digit, and N3 lotteries.<\/p>\n\n\n\n

The initiative comes as the N3 lottery, launched to compete with underground gambling, continues to struggle. Sales average just 2 million tickets per draw, far below the 6 million ceiling set to avoid cannibalising the six-digit lottery. Officials have attributed weak demand to the low prize value and the limited number of authorised sellers, with just 4,000 compared to 30,000 for the digital six-digit lottery.<\/p>\n\n\n\n

Despite these challenges, the GLO remains Thailand\u2019s most lucrative state enterprise. In 2024, it generated THB174bn (US$4.7bn) in revenue, contributing THB50.8bn (US$1.37bn) to the state, while net profit rose to THB7.04bn (US$190m). Lottery operations have been a a major part of government revenue since their introduction in 1874 under King Rama V.<\/p>\n\n\n\n

Officials argue the move could modernise Thailand\u2019s lottery system and help it compete more effectively with illegal alternatives that offer flexible payment options not available in the official market.<\/p>\n\n\n
