The Philippines.- The Philippine Amusement and Gaming Corporation (PAGCOR) is implementing a gaming education framework in a bid to counter growing social concerns associated with illegal online gambling. Speaking at the inaugural Asia-Pacific Regulators\u2019 Forum last week, Angelito Domingo, vice president for Human Resource and Development Group, said the initiative focuses on player education, operator training and public outreach.<\/p>\n\n\n\n

He said: \u201cThis framework envisions stronger collaboration among gaming and financial regulators, licensed operators, law enforcement, non-government organisations, the community, and the players themselves.\u201d<\/p>\n\n\n\n

He added: “A lot of people are not aware of the financial implications when they engage in gambling. They only realise the impact of what they did when it\u2019s already too late. They could have done better by being educated at the onset,\u201d he said.<\/p>\n\n\n\n

He concluded: \u201cPublic outreach, meanwhile, requires unified campaigns, clear messaging, and active collaboration with NGOs, financial regulators, and law enforcement agencies which PAGCOR is also presently doing.”<\/p>\n\n\n\n

Wilma Eisma, PAGCOR president and COO, also spoke at the forum and highlighted common challenges<\/a> among regulators, such as cross-border transactions, rapid digitalisation and balancing economic benefits with social responsibility.<\/p>\n\n\n\n

She said digitalisation, remote gaming, and emerging platforms are testing the limits of traditional oversight models. \u201cBy exchanging best practices, aligning responsible standards, and keeping pace with innovation, we can ensure that the region\u2019s gaming industry grows not just in size but in trust, resilience, and sustainability,\u201d she said.<\/p>\n\n\n\n

She executive expressed hope that the Regulators\u2019 Forum will become an annual platform for dialogue. An expanded edition is being planned for 2026.<\/p>\n\n\n
