While the move has been described as a \u201cstrategic pause,\u201d the bill\u2019s future remains uncertain. Focus Gaming News spoke to regional gaming and legal experts to get their takes on what wen wrong an whether the bill will return to the table.<\/p>\n\n\n\n<p>The bill\u2019s withdrawal <strong>followed political upheaval<\/strong>, including <a href=\"https:\/\/focusgn.com\/asia-pacific\/thai-pms-suspension-deals-blow-to-proposed-casino-legalisation\" data-type=\"link\" data-id=\"https:\/\/focusgn.com\/asia-pacific\/thai-pms-suspension-deals-blow-to-proposed-casino-legalisation\" target=\"_blank\" rel=\"noreferrer noopener\">former Prime Minister Paetongtarn Shinawatra\u2019s suspension<\/a> by the Constitutional Court and <a href=\"https:\/\/focusgn.com\/asia-pacific\/thailand-casino-bill-faces-uncertain-future-amid-political-turmoil\" data-type=\"link\" data-id=\"https:\/\/focusgn.com\/asia-pacific\/thailand-casino-bill-faces-uncertain-future-amid-political-turmoil\" target=\"_blank\" rel=\"noreferrer noopener\">the Bhumjaithai Party\u2019s exit from the ruling coalition<\/a>. These events left the legislation <strong>without the political support needed<\/strong> to move forward. The Ministry of Finance, in its withdrawal request, cited the need to \u201c<strong>reassess social impacts<\/strong>\u201d amid recent cabinet changes.<\/p>\n\n\n\n<p><strong>Kok Keng Lau<\/strong>, head of Intellectual Property, Sports and Gaming at Rajah &amp; Tann Singapore, told Focus Gaming News, \u201cThe suspension was driven by political and social factors. The government recognised that more time is needed to build consensus and address concerns about problem gambling, crime, and money laundering.\u201d He emphasised that the<strong> lack of public education on the benefits<\/strong> of regulated gaming exacerbated resistance.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"506\" height=\"398\" src=\"https:\/\/focusgn.com\/asia-pacific\/wp-content\/uploads\/sites\/5\/2024\/06\/Lau-Kok-Keng.jpeg\" alt=\"Kok Keng Lau.\" class=\"wp-image-777016402\" \/><figcaption class=\"wp-element-caption\">Kok Keng Lau, head of Intellectual Property, Sports and Gaming at Rajah &amp; Tann Singapore.<\/figcaption><\/figure>\n<\/div>\n\n\n<p>Public opposition played a role. Protests outside Government House and <a href=\"https:\/\/focusgn.com\/asia-pacific\/petition-from-civil-society-groups-calls-to-hold-a-referendum-on-thai-casino-legalisation\" data-type=\"link\" data-id=\"https:\/\/focusgn.com\/asia-pacific\/petition-from-civil-society-groups-calls-to-hold-a-referendum-on-thai-casino-legalisation\" target=\"_blank\" rel=\"noreferrer noopener\">petitions with over 100,000 signatures<\/a> highlighted fears of addiction, financial crime, and unequal access. A particularly divisive proposal was the THB50m (US$1.4m) deposit required for Thai nationals to enter casinos, an amount criticised as elitist and unaffordable for most citizens. The deposit was intended to limit access to wealthier individuals and reduce problem gambling, but faced backlash for excluding ordinary Thais.<\/p>\n\n\n\n<p><strong>Daniel Cheng<\/strong>, a veteran industry consultant and former executive at Genting and Hard Rock, noted, \u201cThe main reason was insufficient political capital to support the smooth passage of the bill.\u201d He added, \u201cAny form of social equilibrium is ultimately a reflection of political realities within <strong>Thailand\u2019s complex political landscape<\/strong>.\u201d Cheng said the government\u2019s failure to communicate tangible benefits fueled public scepticism.<\/p>\n\n\n\n<p><strong>Steven Wolstenholme<\/strong>, a board member of several Asian integrated resorts and former CEO of Hoiana in Vietnam, explained: \u201cThere remains considerable apprehension toward gaming complexes in Thailand, much of which stems from <strong>outdated perceptions and cultural legacies<\/strong> tied to casinos.\u201d He noted that modern, well-regulated models like Singapore\u2019s have addressed many of these concerns effectively.<\/p>\n\n\n\n<p>Wolstenholme advocates for a <strong>dual-tiered gaming framework<\/strong>, with lower-stakes areas for locals and tourists and premium zones for high rollers. \u201cThis approach promotes inclusivity and safeguards while still capturing economic potential and minimising adverse societal impacts,\u201d he told us. <\/p>\n\n\n\n<p>The economic potential of casino legalisation remains a key point of discussion. Cheng noted that Singapore\u2019s Marina Bay Sands contributed over US$1bn annually to the economy. However, he cautioned: \u201cThere\u2019s a significant gap between aspiring to emulate the Singapore model and realising it in practice. Thailand is more likely to develop a hybrid model that <strong>mirrors aspects of the Philippine and Macau markets<\/strong>.\u201d<\/p>\n\n\n\n<p>Some remain hopeful.
