Submissions were received from law enforcement, NGOs, academics, and gambling experts and the government is now compiling and reviewing feedback to determine the next steps. <\/p>\n\n\n\n<p>The proposal is to amend the Betting Duty Ordinance (Cap. 108) to allow basketball betting in order to reduce channelisation to unlicensed offerings and boost state revenue. The Hong Kong Jockey Club (HKJC) would again be the sole licensed operator. Licensing conditions would restrict the bet types available, and there would be a ban on accepting bets on local matches as well as bans on betting with credit.<\/p>\n\n\n\n<p>The Legislative Council will debate the proposal before legislation can be enacted, with an eye for possible rollout in 2027, either under full legalisation or an initial trial period.<\/p>\n\n\n\n<p>The Hong Kong Jockey Club&#8217;s (HKJC) horse racing and football betting offerings are currently the only regulated forms of sports wagering in Hong Kong, but basketball is hugely popular. Data from HKJC suggests that 100,000 to 150,000 people engaged in illegal basketball betting in 2023 and 430,000 in 2024.
