Commissioner<strong> Norman Tangsinco <\/strong>the deportations were based on the likelihood of the deportees becoming a public charge, which violates the Philippine Immigration Act of 1940. <\/p>\n\n\n\n<p>Alongside the Vietnamese nationals, the deportation list included 30 Chinese and 14 Indonesians, among others.
