He didn&#8217;t clarify what the issues were, but in July,&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/focusgn.com\/asia-pacific\/lawsuit-could-jeopardise-osaka-ir-plans\" target=\"_blank\">former members of the Osaka city council<\/a>&nbsp;claimed the IR bid violated&nbsp;<strong>Japan\u2019s Local Government Finance Act<\/strong>, which aims to curb excessive public spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The group said the city\u2019s payment of JPY79bn (US$576m) for soil improvement works at the site for the proposed integrated resort was illegal. Anti-IR groups have attempted to force a referendum on the IR bid, but the prefectural assembly&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/focusgn.com\/asia-pacific\/osakas-prefectural-assembly-rejects-call-for-ir-referendum\" target=\"_blank\">rejected the call<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>MGM Resorts International&nbsp;<\/strong>and&nbsp;<strong>ORIX (MGM-Orix)&nbsp;<\/strong>have been selected as Osaka\u2019s&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/focusgn.com\/asia-pacific\/osaka-announces-mgm-orix-as-ir-partner\" target=\"_blank\">IR partner<\/a>. The consortium proposes to invest&nbsp;<strong>JPY1tn (US$9.1bn)<\/strong>.
