He said defending the interests of the Commonwealth in arbitration was part of the government&#8217;s duty and told the CCC to submit a report on costs to the finance secretary.<\/p>\n\n\n\n<p>Chief judge <strong>Ramona V. Manglona<\/strong>\u00a0has granted IPI\u2019s request for\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/focusgn.com\/asia-pacific\/cnmi-court-grants-ipi-request-for-arbitration-in-dispute-with-casino-regulator\" target=\"_blank\">arbitration in its dispute<\/a>\u00a0with the CCC over its force majeure defence for non-payment of casino licence fees. CCC director <strong>Andrew Yeom<\/strong> the government aims \u201cto minimize the ambiguous applications of force majeure defence and to narrow down the scope of the force majeure applications to the future references.&#8221;<\/p>\n\n\n\n<p>He added: \u201cThis may ultimately [result in the] complete amendment of the force majeure related clauses in the [casino license agreement] as well.\u201d<\/p>\n\n\n\n<p>In October, the regulator\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/focusgn.com\/asia-pacific\/ccc-appeals-ruling-on-ipi-injunction-request\" target=\"_blank\">filed a notice of appeal<\/a>, against a court ruling that granted IPI a preliminary injunction preventing the regulator from revoking its casino licence. The casino operator had previously requested\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/focusgn.com\/asia-pacific\/ccc-hearing-on-ipi-casino-licence-postponed-to-may-24\" target=\"_blank\">a temporary restraining order<\/a>\u00a0to prevent the CCC from revocation its exclusive casino licence and the court also granted IPI\u2019s motion.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">CCC posts revenue of $15,001 for fiscal year 2022<\/h2>\n\n\n\n<p>Yesterday (November 2), the regulator reported that its <a rel=\"noreferrer noopener\" href=\"https:\/\/focusgn.com\/asia-pacific\/ccc-posts-revenue-of-15001-for-fiscal-year-2022\" target=\"_blank\">revenue for the fiscal year 2022<\/a>\u00a0was $15,001. One dollar was the commission\u2019s share of CNMI revenue appropriated from the general fund, while $15,000 was the \u201cother regulatory fee\u201d paid by casino operator Imperial Pacific International\u2019s vendors and service providers.<\/p>\n\n\n\n<p>That group includes IPWAN Security Services, the company that provides the security staff for IPI\u2019s warehouses in Chalan Piao and Tanapag. However, according to Mariana\u2019s Variety, it ceased providing services to IPI on October 24 due to unpaid services and wages.<\/p>\n\n\n\n<p>The CCC reported that it spent a total of $1,016,613: $561,795 in employee salaries and benefits, $277,461 in executive compensation, $53,240 in operating expenses, $120,000 in office rent, and $9,117 in travel expenses.
