Authorities forecast that the <strong>city will continue run a fiscal deficit\u00a0<\/strong>and will face &#8220;great uncertainty&#8221; amid the continuing impact of the pandemic. <\/p>\n\n\n\n<p>In the budget plan, the government estimates that\u00a0<strong>gaming tax income will reach MOP45.5bn in 2022<\/strong>. The government said it will use the city&#8217;s accumulated fiscal reserves to support expenditure on social welfare and public infrastructure projects.\u00a0<\/p>\n\n\n\n<p>In July, Lei Wai Nong, Macau\u2019s secretary for economy and finance, said that the government is sticking to its forecast that\u00a0<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/macau-maintains-forecast-of-us16-2bn-in-ggr-for-2021\">casino gross gaming revenue<\/a>\u00a0for 2021\u00a0<strong>will reach MOP130bn (US$16.28bn)<\/strong>\u00a0\u2013 44.5 per cent of 2019\u2032s MOP292.5bn. That\u2019s despite the fact that\u00a0<strong>GGR for the first half was MOP49bn<\/strong>, nearly 25 per cent less than authorities expected.<\/p>\n\n\n\n<p>The <strong>Gaming Inspection and Coordination Bureau (DICJ)\u00a0<\/strong>has recently<strong>\u00a0<\/strong>reported that Macau\u2019s GGR for\u00a0<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/macau-ggr-down-26-for-q3\">Q3 was down 26 per cent quarter-on-quarter<\/a>, at MOP$18.76bn (US$2.34bn), and analysts predict the current quarter will be worse. Analysts at Bloomberg say the poor numbers during the\u00a0<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/macau-golden-week-visitors-down-93\">October Golden Week holiday<\/a>\u00a0are likely to continue in Q4.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Macau: November GGR may reach just 30% of 2019 levels<\/h2>\n\n\n\n<p>Analysts predict that<strong>&nbsp;<\/strong><a target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/macau-november-ggr-may-reach-just-30-of-2019-levels\" rel=\"noreferrer noopener\">Macau\u2019s GGR<\/a>&nbsp;will remain low in November. Morgan Stanley Asia Ltd forecasts that November GGR will be up&nbsp;<strong>57 per cent month-on-month<\/strong>&nbsp;from MOP4.37bn (US$544m) to MOP6.9bn (US$860.9m) but down 30 per cent when compared to November 2019.<\/p>\n\n\n\n<p>Analysts said&nbsp;<strong>November\u2019s figure will remain low<\/strong>&nbsp;mainly due to a recent&nbsp;<strong>Covid-19 outbreak in mainland China,&nbsp;<\/strong>which could spread to the neighbouring province of Guangdong. Sanford C. Bernstein Ltd also forecasts that&nbsp;<strong>November GGR may be down 60 per cent&nbsp;<\/strong>when compared to pre-pandemic levels.
