It comes after <strong>Judge Raymond Finkelstein\u00a0<\/strong>found <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/crown-resorts-found-unsuitable-to-operate-crown-melbourne\">Crown Resorts unsuitable to operate Crown Melbourne<\/a>\u00a0but allowed it to keep its licence under stricter conditions,<\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/fitch-places-crown-under-negative-ratings-watch\">Fitch Ratings<\/a>\u00a0had placed<strong>\u00a0Crown Resorts \u2018BBB\u2019 Long-Term Issuer Default Rating (IDR) and senior unsecured rating on Rating Watch Negative (RWN)<\/strong>\u00a0last November due to the increased regulatory risks the company was facing. The company decided to maintain Crown Resorts&#8217; Issuer Default Rating while resolving the RWN.<\/p>\n\n\n\n<p>Fitch has also resolved the RWN on subsidiary Publishing and Broadcasting (Finance) Limited&#8217;s senior unsecured rating, at &#8216;BBB&#8217;.<\/p>\n\n\n\n<p>Analysts said: &#8220;The affirmation reflects the commission&#8217;s view on Crown&#8217;s reform and our belief Crown&#8217;s cash generation and leverage will remain consistent with its rating, despite the recommended remediation.<\/p>\n\n\n\n<p>&#8220;<strong>Fitch may take negative rating action if there is any indication of a weakened commitment to reform&nbsp;<\/strong>or other negative regulatory actions that affect its licences across the country.&#8221;<\/p>\n\n\n\n<p>Moody&#8217;s has also reaffirmed its Baa3 issuer rating on Crown Resorts, with its outlook remaining negative.<\/p>\n\n\n\n<p><strong>Matthew Moore<\/strong>, senior vice president, said: &#8220;The rating affirmation reflects our view that Crown will work to implement the appropriate reform agenda to achieve suitability and retain its gaming license in Victoria, as well as in New South Wales, which if successful, should support the company&#8217;s rating.&#8221;<\/p>\n\n\n\n<p>He added: &#8220;Nevertheless, we have retained the negative outlook, reflecting our view that<strong>\u00a0the remediation steps required for Crown to reach suitability\u00a0<\/strong>and continue to hold its licenses for its Melbourne and Sydney casinos are far-reaching and complex.\u00a0<\/p>\n\n\n\n<p>&#8220;Also, considerable uncertainty remains around the upcoming findings in Western Australia for its Crown Perth license, as well as other potential fines and damages the company may need to pay.&#8221;<\/p>\n\n\n\n<p><strong>S&amp;P Global Ratings <\/strong>affirmed Crown&#8217;s<strong> BBB long-term issuer rating with a negative outlook<\/strong>. The company also removed all ratings from CreditWatch, where it had placed Crown with negative implications on February 10.<\/p>\n\n\n\n<p>Analysts stated: &#8220;We expect Crown to be subject to materially higher regulatory costs and potential fines arising from the various regulatory reviews currently underway.<\/p>\n\n\n\n<p>&#8220;We could lower the rating on Crown during the next two years if the group fails to make sufficient progress toward proving itself as a suitable gaming license holder.&#8221;<\/p>\n\n\n\n<p>Judge Raymond Finkelstein,\u00a0has decided Crown can keep its licence for Crown Melbourne through the appointment of a Special Manager\u00a0to oversee the casino for the next two years.\u00a0<strong>Stephen O\u2019Bryan QC<\/strong> will be appointed to the position.<\/p>\n\n\n\n<p>The Special Manager will have unprecedented powers to oversee Crown Resorts, veto decisions of the Board, and will have access to all areas of the casino and its books and records.&nbsp;<\/p>\n\n\n\n<p>Some\u00a0<strong>33 recommendations were made by the Royal Commission<\/strong>, which recognised that\u00a0<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/crown-resorts-makes-further-board-changes\">Crown Resorts has started a significant reform programme<\/a>.
