Mariana Islands: operators question feasibility"},"content":{"rendered":"\n<p>The Northern Mariana Islands&#8217; proposed Internet Gaming Act 2021 continues to raise questions.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Northern Mariana Islands.- Questions continue to be raised over potential online gaming in the Northern Mariana Islands as proposed by <strong>House Bill 22-47<\/strong>. Operators have pointed out that an online gambling market based out of Saipan is likely to be severely limited.<\/p>\n\n\n\n<p>As the CNMI is a US protectorate governed by federal law, <strong>the island would not be able to take bets from US states<\/strong>. It would also be forbidden from accepting bets from countries where online gambling is illegal.<\/p>\n\n\n\n<p>Potential online gaming operators note that this would leave the local market as the only potential market online gambling, and that is characterised by low levels of disposable income.<\/p>\n\n\n\n<p><strong>Andrew Klebanow<\/strong>, principal of C3 Gaming Group, said: \u201cThe local population is well-served by some slot halls and video poker parlours. Given the relatively small residential population, it is\u00a0<strong>doubtful that an online operation would generate much revenue<\/strong>.&#8221;<\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/ccc-calls-for-more-casinos-on-saipan-to-increase-funds\">Andrew Yeom<\/a>, Commonwealth Casino Commission executive director, had talked up the possibility of online gambling. <\/p>\n\n\n\n<p>He said: \u201cInternet gaming can be a great thing for the Commonwealth if done correctly.<\/p>\n\n\n\n<p>\u201c<strong>I can assure you there are many ways to go about it<\/strong>. But I am not the one to tell how the operation is set up because I am not here to give that information\u2026. I am here as a regulator.\u201d<\/p>\n\n\n\n<p>In June, Yeom warned that the CCC was&nbsp;<strong>running out of money<\/strong>&nbsp;and that the $2m it received from the CNMI government wasn\u2019t enough due to the indefinite suspension of&nbsp;<a target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/imperial-pacific-faces-indefinite-gaming-licence-suspension\" rel=\"noreferrer noopener\">Imperial Pacific International<\/a>\u2018s licence.&nbsp;<a target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/ccc-to-cut-staff-due-to-imperial-pacifics-closure\" rel=\"noreferrer noopener\">The casino regulator<\/a>&nbsp;has announced 20 layoffs without cause due to the crisis.<\/p>\n\n\n\n<p>Representative\u00a0<strong>Tina Sablan\u00a0<\/strong>has also raised concerns about the proposed\u00a0<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/cnmi-sets-out-concerns-about-online-gaming-approval\">Internet Gaming Act 2021<\/a>, arguing that internet gaming could lead to an\u00a0<strong>increase in money laundering.<\/strong><\/p>\n\n\n\n<p>Another factor is <strong>internet connectivity on the island<\/strong>. It has improved in recent years but continues to suffer due to frequent typhoons, which have caused significant infrastructural damage.
