{"id":20143,"date":"2021-07-12T16:33:50","date_gmt":"2021-07-12T16:33:50","guid":{"rendered":"https:\/\/focusgn.com\/asia-pacific\/?p=20143"},"modified":"2026-04-23T17:43:31","modified_gmt":"2026-04-23T20:43:31","slug":"singapore-plans-changes-to-gambling-laws","status":"publish","type":"post","link":"https:\/\/focusgn.com\/asia-pacific\/singapore-plans-changes-to-gambling-laws","title":{"rendered":"Singapore plans changes to gambling laws"},"content":{"rendered":"\n<p>The Ministry of Home Affairs (MHA) wants to launch a public consultation on amendments on social gambling, online games and penalties for illegal gambling.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Singapore.- An&nbsp;<strong>update to gambling laws in Singapore<\/strong>&nbsp;has been proposed by the Ministry of Home Affairs (MHA), which wants to launch a new gambling regulator, the&nbsp;<strong>Gambling Regulatory Authority (GRA), <\/strong>this year.<\/p>\n\n\n\n<p>The proposed changes include <strong>fines of up to $500,000 and seven years imprisonment<\/strong>\u00a0for an\u00a0operator of illegal gambling services.<\/p>\n\n\n\n<p>Another amendment would <strong>allow physical social gambling among family and friends&nbsp;<\/strong>while online social gambling among families and friends would remain banned &#8220;due to the complexities of differentiation.&#8221;<\/p>\n\n\n\n<p>The MHA also wants to<strong>&nbsp;introduce a prize cap of SGD100 (US$74) for mystery boxes<\/strong>, arcade games and claw machines arguing that this will be sufficient to address the inducement effect of high-value prizes, without increasing the regulatory burden on operators.&nbsp;<\/p>\n\n\n\n<p>a survey conducted by the MHA in 2020 on this proposal showed about 70 per cent and 68 per cent of respondents (comprising Singapore Citizens and Permanent Residents) agreed that&nbsp;<strong>SGD100 is an appropriate cap for mystery boxes and arcade games<\/strong>&nbsp;respectively.<\/p>\n\n\n\n<p>The<strong> public consultation on the amendments <\/strong>will close onAugust 10.<\/p>\n\n\n\n<p>See also:&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/singapore-13-suspected-of-illegal-horse-betting-activities\">13 suspected of illegal horse-betting activities<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Definition of gambling<\/strong><\/h2>\n\n\n\n<p>The amendments also seek to <strong>amend the definition of gambling to make it technology-neutral<\/strong>, covering existing and emerging gambling products.&nbsp;<\/p>\n\n\n\n<p>The MHA said<strong>&nbsp;the definition of \u201cgambling\u201d differs across different pieces of legislation<\/strong> as they were enacted at different points of time and for different gambling products.&nbsp;<\/p>\n\n\n\n<p>It said: &#8220;This broader definition of gambling may, however,<strong>&nbsp;cover products that MHA has no intention of treating as gambling products<\/strong>&nbsp;(e.g. financial products already regulated by Monetary Authority of Singapore).&nbsp;<\/p>\n\n\n\n<p>&#8220;We will carve out these products from the definition of gambling.
