{"id":18333,"date":"2021-05-27T14:25:21","date_gmt":"2021-05-27T14:25:21","guid":{"rendered":"https:\/\/focusgn.com\/asia-pacific\/?p=18333"},"modified":"2026-04-23T19:09:53","modified_gmt":"2026-04-23T22:09:53","slug":"former-casino-inspector-denies-writing-crown-junket-report","status":"publish","type":"post","link":"https:\/\/focusgn.com\/asia-pacific\/former-casino-inspector-denies-writing-crown-junket-report","title":{"rendered":"Former casino inspector denies writing  Crown junket report"},"content":{"rendered":"\n<p>Nick Toyne, a former casino inspector, said his name appeared on a report he didn&#8217;t write and which allowed criminals to run junkets at Crown Resorts.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Australia.- At a new session of&nbsp;<strong>public hearings into Crown Resorts<\/strong>, <strong>Nick Toyne<\/strong>, a former racing, gaming and liquor official at the Western Australian regulator, claimed his name was put on a report he didn&#8217;t write.<\/p>\n\n\n\n<p>According to Toyne, that&nbsp;<strong>report was used to abolish <\/strong>the Gaming and Wagering Commission&#8217;s<strong> (GWC) regulatory requirements for junket operators<\/strong> at Crown Perth.<\/p>\n\n\n\n<p>Toyne said<strong>&nbsp;he was not at the office between mid-January until early March 2010<\/strong> when the paper was issued.&nbsp;<\/p>\n\n\n\n<p>However, when the Royal Commission asked him why he had not done anything when he returned to office,<strong>&nbsp;he said that his office environment was not conducive to raising questions<\/strong>.<\/p>\n\n\n\n<p>The former GWC inspector said: &#8220;In my opinion,&nbsp;<strong>Mr Sargeant and Mr Connolly had a very autocratic management style<\/strong>,&nbsp;and it wouldn&#8217;t have been conducive to question the process, it had occurred.&#8221;<\/p>\n\n\n\n<p>The Royal Commission has previously heard from Gaming and Wagering Commission board member&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/western-australian-casino-regulator-unskilled-on-money-laundering\">Barry Sargeant<\/a>, who&nbsp;<strong>said GWC was aware of the risks regarding criminal conduct&nbsp;<\/strong>but did not have the resources or knowledge to deal with it.<\/p>\n\n\n\n<p>Sargeant said <strong>GWC would rely on the WA Police and the Australian Federal Police<\/strong>&nbsp;activity despite having the power to order investigations.<\/p>\n\n\n\n<p>His testimony came after the head of the regulator,&nbsp;<a target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/western-australian-casino-regulator-lacking-experience-inquiry-hears\" rel=\"noreferrer noopener\">Duncan Ord<\/a>, admitted he had<strong>&nbsp;no formal training in casino regulation&nbsp;<\/strong>before assuming the role.<\/p>\n\n\n\n<p>Ord also made mention of&nbsp;<strong>Michael Connolly<\/strong>,<strong>&nbsp;<\/strong><a target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/former-wa-chief-casino-officer-faces-crown-royal-commission\" rel=\"noreferrer noopener\">Western Australia\u2019s former chief casino officer<\/a>, who stepped down after revelations about his<strong>&nbsp;social relationship with Crown staff.<\/strong><\/p>\n\n\n\n<p>According to Ord,&nbsp;<strong>Connolly had previously notified the gambling regulator&nbsp;<\/strong>that he had personal friendships with Crown Perth staff but it was only decided that<strong>&nbsp;he should step aside&nbsp;<\/strong>when the matter received media attention.<\/p>\n\n\n\n<p>The Royal Commission\u2019s first phase of public hearings into Crown Perth has now concluded.
