{"id":18243,"date":"2021-05-25T14:23:01","date_gmt":"2021-05-25T14:23:01","guid":{"rendered":"https:\/\/focusgn.com\/asia-pacific\/?p=18243"},"modified":"2026-04-23T19:15:15","modified_gmt":"2026-04-23T22:15:15","slug":"nagasaki-advances-with-ir-preparations","status":"publish","type":"post","link":"https:\/\/focusgn.com\/asia-pacific\/nagasaki-advances-with-ir-preparations","title":{"rendered":"Nagasaki advances with IR preparations"},"content":{"rendered":"\n<p>Nagasaki\u2019s prefectural government has launched a series of new initiatives to prepare for a possible IR development.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Japan.- Nagasaki still seems to be the most prepared city to gain one of&nbsp;<strong>Japan\u2019s planned three licences&nbsp;<\/strong>to develop integrated resorts while other prefectures deal with the withdrawal of potential private partners due to the Covid-19 pandemic.<\/p>\n\n\n\n<p>Last week the&nbsp;<strong>Kyushu Regional Strategy Council (KRSC)<\/strong>, composed of<strong>&nbsp;<\/strong>the governors of Kyushu prefectures and Yamaguchi prefecture as well as major regional economic groups, held <strong>a meeting to launch the Kyushu Addiction Measures Network Council<\/strong>.<\/p>\n\n\n\n<p>According to local media, the main goal of the council is to&nbsp;<strong>better deal with addiction issues&nbsp;<\/strong>and to handle concerns raised by <strong>IR opponents<\/strong>.<\/p>\n\n\n\n<p>Last year, the prefecture announced the&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/nagasaki-to-form-new-ir-promotion-council\">establishment of a new body<\/a>&nbsp;to hold<strong>&nbsp;events and seminars for local businesses<\/strong>&nbsp;and create foundational strategies to promote effective business networking opportunities.<\/p>\n\n\n\n<p>The city also created a consortium that aims to&nbsp;<strong>develop an institution for issues related to human resources<\/strong>&nbsp;and international tourism.<\/p>\n\n\n\n<p>In April, Nagasaki\u2019s prefectural government also announced it was seeking to&nbsp;<strong>form a consortium of public institutions&nbsp;<\/strong>to train young people to work at the<strong>&nbsp;<\/strong><a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/nagasaki-to-launch-education-consortium-to-train-future-ir-workers\">city\u2019s possible future IR<\/a>.<\/p>\n\n\n\n<p>Twenty officials have held a non-public meeting to start discussing the&nbsp;<strong>development and structure of the future education consortium<\/strong>.<\/p>\n\n\n\n<p><strong>Hideya Inoue<\/strong>, an&nbsp;<strong>academic specialist in international hotel management&nbsp;<\/strong>and dean of the Department of International Tourism at Nagasaki International University was selected as the chairman of the consortium.<\/p>\n\n\n\n<p>On June 4,&nbsp;<strong>the Kyushu IR Council will hold an online seminar&nbsp;<\/strong>to discuss business opportunities and tourism promotion surrounding the launch of an IR.<\/p>\n\n\n\n<p>There are currently&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/nagasaki-3-operators-selected-for-next-ir-round\">three operators<\/a>&nbsp;that have been selected as potential partners for Nagasaki&#8217;s bid to&nbsp;<strong>develop an integrated resort&nbsp;<\/strong>at the site of the Huis Ten Bosch theme park in Sasebo. <strong>Oshidori International Holdings<\/strong>,&nbsp;<strong>Casinos Austria International<\/strong>&nbsp;and&nbsp;<strong>Niki Chau Fwu Group&nbsp;<\/strong>have entered a competitive dialogue with the prefecture and city.<\/p>\n\n\n\n<p>In June, the companies will have to submit&nbsp;<strong>secondary examination documents<\/strong>. Nagasaki is due to<strong>&nbsp;select its final candidate<\/strong>&nbsp;in August.<\/p>\n\n\n\n<p>The&nbsp;<strong>successful&nbsp;<\/strong><a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/nagasaki-ir-partner-to-cover-us1-5m-in-rfp-costs\">IR partner will have to pay JPY158m (US$1.5m)<\/a>&nbsp;for the Request for proposal process and JPY10m (US$92,000) for a background check. Nagasaki hopes to begin its IR development in the mid or late 2020s.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Current state of Japanese IR developments<\/h2>\n\n\n\n<p><strong>Osaka:<\/strong>&nbsp;Osaka Prefecture fears that with<strong>&nbsp;only one contender<\/strong>, it may have lost the ability to negotiate terms in its&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/osaka-worried-about-future-of-ir-development\">IR development plans<\/a>. <strong>MGM-Orix<\/strong>&nbsp;remains the<strong>&nbsp;only contender&nbsp;<\/strong>to become its private partner despite an extension of the deadline for submissions.<\/p>\n\n\n\n<p><strong>Wakayama\u2019s IR bid<\/strong>&nbsp;continues to be at risk after&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/japan-suncity-group-withdraws-from-wakayama-ir-bid\">Suncity Group\u2019s decision to pull out<\/a>, but the&nbsp;<strong>prefecture remains confident<\/strong>&nbsp;the city will advance with its sole remaining contender,&nbsp;<strong>Clairvest Group.<\/strong><\/p>\n\n\n\n<p>Wakayama\u2019s governor Yoshinobu Nisaka said:&nbsp;<strong>\u201cIt is not ideal that there is only one company<\/strong>&nbsp;and we just choose them or don\u2019t.&nbsp;If<strong>&nbsp;it is very unlikely that the area development plan we propose to the national Government will pass<\/strong>, then we will not select this operator.\u201d<\/p>\n\n\n\n<p>In <strong>Yokohama<\/strong>, Maybank Research has said it believes that&nbsp;<strong>Genting Singapore<\/strong>&nbsp;is well-positioned to win&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/japan-genting-singapore-could-win-yokohama-ir-bid-analysts-say\">Yokohama\u2019s IR bid<\/a>. <\/p>\n\n\n\n<p>Apart from Genting Singapore, there are other three companies interested in developing an IR in Yokohama:&nbsp;<strong>Melco Resorts &amp; Entertainment Limited, Sega Sammy Holdings and Shotoku<\/strong>.<\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/japan-galaxy-entertainment-quits-yokohama-ir-bid\">Galaxy Entertainment<\/a>&nbsp;has&nbsp;<strong>pulled out<\/strong>&nbsp;<strong>of the RFP process&nbsp;<\/strong>due to uncertainty caused by the impact of the Covid-19 pandemic.<\/p>\n\n\n\n<p>According to analysts, the Yokohama IR development could<strong>&nbsp;generate a gross gaming revenue (GGR)<\/strong>&nbsp;of nearly US$7bn a year and&nbsp;<strong>US$2.7bn in net profit<\/strong>.<\/p>\n\n\n\n<p>However, the mayoral elections could change the IR original plans as there are two anti-IR candidates:&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/who-is-yokohamas-anti-casino-mayoral-candidate\">Masataka Ota<\/a>&nbsp;and&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/yokohama-anti-ir-mayoral-candidate-launches-campaign\">Akiko Fujimura<\/a>. <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/focusgn.com\/asia-pacific\/hayashi-may-not-seek-reelection-yokohama-ir-in-danger\">Current mayor<\/a>&nbsp;<strong>Fumiko Hayashi&nbsp;<\/strong>has not yet decided if she will run for a fourth period.
