PAGCOR approves nearly 40,000 gambling exclusion requests
The regulator’s broader response combines player restrictions with counselling and referral services for people experiencing gambling-related difficulties.
The Philippines.- The Philippine Amusement and Gaming Corporation (PAGCOR) has approved nearly 40,000 requests from people seeking restrictions on their gambling activity over the past six months. PAGCOR’s National Database of Restricted Persons had 33,800 active exclusion cases as of September 30, 2026. Of these, 32,890 involved self-exclusion, 793 were initiated by family members and 38 by gaming licensees.
PAGCOR chairman and chief executive Alejandro Tengco disclosed the figures on October 11 during the opening of Kaban Hotel and Casino on Boracay Island. He said the regulator was still processing applications after demand exceeded its initial expectations.
The programme allows gamblers to request exclusion from licensed gaming establishments and online gambling platforms. Eligible family members, including spouses, parents and adult children, can also apply to have relatives excluded if gambling becomes a concern. Individuals can request self-exclusion for six months, one year or five years. Family-initiated exclusions are available for six months, one year or three years.
Self-exclusion cannot be revoked during the first six months. Once an exclusion is approved, gaming operators must consult the restricted-person database to identify individuals prohibited from gambling.
PAGCOR has also expanded support for people experiencing gambling-related problems. On May 26, 2026, it launched the National Problem Gambling Helpline in partnership with Seagulls Flock Organization Inc. The service operates 24 hours a day and provides confidential assistance, counselling and referrals for further support. It is also available to family members seeking guidance on helping someone affected by gambling.
PAGCOR subsequently instructed gaming operators and other industry stakeholders to replace existing responsible gaming advertisements with materials promoting the helpline. The deadline for completing the changes was July 15, 2026.
