According to local media, Andhra Pradesh is taking as a model the policy in the state of Goa’s, which allows floating casinos on the Mandovi River.

Even before the Covid-19 crisis, the state was in financial difficulties.

It has taken a tough line on gambling in the past. Just last month, the state government announced a ban on all online gambling activity.
