Cambodia revokes Sihanoukville casino licence after online scam raid
The decision follows last week’s police operation at Ying Huang Casino.
Cambodia.- The Commercial Gambling Management Commission of Cambodia has revoked the casino licence of Casino Ying Huang in Sihanoukville following last week’s raid linked to alleged online scam operations and other illegal activities. The regulator confirmed that Casino Licence No. 248, issued to Salient Ventures Co Ltd in August 2024, was revoked under Decision No. 041 dated May 28.
Authorities conducted a joint enforcement operation at the property on May 23 and 24 and detained 66 individuals – 64 Chinese nationals and two Cambodians. Officers also seized 987 computers, 428 mobile phones, a handgun and multiple packages of narcotic drugs. The suspects were transferred to the Preah Sihanouk Provincial Gendarmerie Command.
According to the regulator, the licence revocation was based on findings from the investigation and carried out in accordance with Cambodia’s Law on Commercial Gambling Management. The CGMC warned casino operators to strictly comply with Cambodian law and avoid involvement in online scams or other illegal activities.
