Armenia names operator for new nationwide monitoring system
Authorities have announced the winner of the tender to operator the real-time digital supervision platform.
Armenia.- The Armenian government has selected Malta-based Random Systems International Limited to develop and operate a new nationwide digital monitoring system designed to strengthen oversight of both land-based and online gambling. The announcement follows an international tender.
The electronic system, which must be fully implemented within six months after the decision enters into force and is expected to become operational in 2027, will enable regulators to monitor gambling activity in real time and strengthen enforcement across the market. According to the government, the platform will allow authorities to oversee gaming bets in real time, apply restrictions to vulnerable groups and state and municipal employees, and ensure compliance with responsible gambling and fair gaming requirements.
Officials emphasised that the initiative is part of a wider regulatory reform intended to modernise supervision of the sector through new digital control tools and closer public-private cooperation. Armenian lawmakers are currently considering legislation that would introduce spending limits based on players’ declared annual income, strengthen the country’s self-exclusion framework and prohibit gambling for several categories of vulnerable individuals.
Speaking during a Cabinet meeting, Acting Chairman of the State Revenue Committee Eduard Hakobyan said that reforms approved under the country’s gambling legislation laid the groundwork for advanced supervisory mechanisms that would provide authorities with more effective oversight of gambling operations.
