Almaty residents question planned foreigner-only casino development in Kazakhstan

Residents in Talgar district have raised concerns over plans for a new casino complex at the Ak-Bulak resort.

Kazakhstan.- Residents of the Talgar district in the Almaty region have voiced opposition to plans for a new casino complex at the Ak-Bulak mountain resort. They argue that the project could have an impact on the local community.

The planned development, which will be reserved for foreign passport holders, is expected to include a casino, hotel, racetrack and more than 1,500 villas and cottages. Construction is scheduled to begin in 2027 for completion by November 2028.

Residents interviewed by local broadcaster KTK questioned whether a casino was the right development for the area. Some said they would prefer investment in sports and educational facilities for children and young people, while others expressed concerns about the potential exposure of younger residents to gambling and an increased flow of people to the area.

Authorities have sought to address concerns by stressing that Kazakh citizens will not be allowed to enter the casino. Identification checks will be required, with operators potentially facing fines or licence revocation for violations. At the same time, they have stressed potential benefits including employment and increased demand for hotels, restaurants, shops and transport services.
