Armenia to advance with telecoms blocking of unlicensed gambling sites
Amendments to the Law On Regulation of Gaming Activities are expected to come into effect in early 2027.
Armenia.- The government is preparing to strengthen regulatory oversight of online gambling in Armenia. The state news agency Armenpress has reported that the reforms will include new measures to allow the blocking of unlicensed gaming websites through telecommunications operators.
The State Revenue Committee (SRC) intends to amend the Law On Regulation of Gaming Activities related legislation to strengthen controls on online gambling and lottery services provided by companies that do not hold an Armenian gambling licence, including an update to the existing enforcement framework. The revised rules will also include measures intended to limit the distribution of advertising from unlicensed gambling companies. They’re expected to come into effect on February 8 2027.
The Committee said the reforms are aimed at strengthening the effectiveness of Armenia’s licensing regime, safeguarding the regulated gambling market and promoting fair competition by reducing risks within the sector.
New monitoring system for licensed gambling in Armenia
The update comes after the government last month confirmed the selection of Malta-based Random Systems International as the winner of its tender to provide a centralised monitoring system for Armenia’s licensed gambling sector. The company will operate a new digital analysis and monitoring system under a locally established subsidiary.
Armenia’s new framework requires all bets to be recorded in real time, with the State Revenue Committee to have direct access to the data. The provider will also be tasked with regulatory functions, including the enforcement of responsible gaming rules and the application of restrictions on vulnerable players and state employees.
The initiative stems from legislation introduced in 2024. With the rollout, authorities aim to establish a comprehensive regulatory framework that strengthens oversight, enhances transparency, and aligns with regional efforts to manage gambling activity. The new system is scheduled to launch fully in January 2027 and will remain in place for 15 years.
