{"id":9651,"date":"2025-10-02T09:10:11","date_gmt":"2025-10-02T12:10:11","guid":{"rendered":"https:\/\/focusgn.com\/africa\/?p=9651"},"modified":"2026-04-19T13:19:18","modified_gmt":"2026-04-19T16:19:18","slug":"liberias-gambling-sector-regulatory-gaps-exposed-in-giaba-report-trigger-urgent-training-push","status":"publish","type":"post","link":"https:\/\/focusgn.com\/africa\/liberias-gambling-sector-regulatory-gaps-exposed-in-giaba-report-trigger-urgent-training-push","title":{"rendered":"Liberia\u2019s gambling sector regulatory gaps exposed in GIABA report"},"content":{"rendered":"\n<p>FIA and NLA join forces to close AML\/CFT gaps and strengthen Liberia\u2019s gambling oversight. <\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Liberia.- Liberia\u2019s gambling industry has <strong>alarming gaps<\/strong> in its defences against <strong>money laundering<\/strong> and financial crime, exposing <strong>serious shortcomings<\/strong> in the country\u2019s <strong>regulatory framework<\/strong>, according to a <strong>report<\/strong> flagged by the<strong> <\/strong>Inter-Governmental Action Group Against Money Laundering in West Africa (GIABA).<\/p>\n\n\n\n<p>Despite handling millions in daily cash flows, the gambling sector remains vulnerable due to \u201c<strong>weak regulations and oversight<\/strong>\u201d, leaving it open to financial crime.<\/p>\n\n\n\n<p>Key gaps identified include the <strong>absence of transaction thresholds<\/strong> for casinos, the exclusion of internet and ship-based casinos (casinos operating on ships or cruise vessels) from the <strong>National Lottery Authority (NLA) Act<\/strong> and a weak \u201c<strong>fit and proper\u201d test<\/strong> that does not include character checks, such as criminal background vetting, leaving a gap in the <strong>vetting of owners<\/strong>, operators and key personnel who control or influence gambling operations.<\/p>\n\n\n\n<p>The report also warned that the NLA\u2019s role as an anti-money laundering supervisor \u201c<strong>lacks clarity<\/strong>\u201d, leaving questions about its powers to properly police the industry.<\/p>\n\n\n\n<p>In response to these <strong>red flags<\/strong> and the need for clearer Anti-Money Laundering and Countering the Financing of Terrorism (AML\/CFT) oversight, the <strong>Financial Intelligence Agency of Liberia (FIA)<\/strong> partnered with the NLA to roll out a specialised <strong>training<\/strong> program for its staff.<\/p>\n\n\n\n<p>The AML\/CFT workshop was conducted on September 24, and was designed to arm regulators with the tools needed to spot <strong>suspicious activities<\/strong>, enforce <strong>customer due diligence<\/strong> and strengthen transaction monitoring systems.<\/p>\n\n\n\n<p>According to FIA Officer-In-Charge <strong>Mohammed Ali Nasser<\/strong>, the initiative was both timely and urgent. The gambling sector handles &#8220;significant cash flows&#8221;, he said, making it imperative that its regulators and operators are continuously equipped with the latest skills to detect and report suspicious activities.<\/p>\n\n\n\n<p>Nasser said: \u201cThis training is a <strong>strategic initiative<\/strong> to strengthen the NLA\u2019s capacity and address critical AML\/CFT gaps.\u201d <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Training boosts gambling oversight<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"352\" src=\"https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/LIBERIA-LOTTERY-900x352.jpeg\" alt=\"\" class=\"wp-image-9655\" srcset=\"https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/LIBERIA-LOTTERY-900x352.jpeg 900w, https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/10\/LIBERIA-LOTTERY.jpeg 1280w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><figcaption class=\"wp-element-caption\">NLA staff completed specialised AML\/CFT training to strengthen oversight of Liberia\u2019s gambling sector.<\/figcaption><\/figure>\n\n\n\n<p>The NLA hailed the <strong>collaboration<\/strong> as a boost to its operations. \u201cWe are now better positioned to ensure that our services contribute to national development, not to financial crime,\u201d said NLA Deputy Director General, <strong>Richlue Burphy<\/strong>.<\/p>\n\n\n\n<p>He emphasised that the Authority\u2019s role goes beyond revenue generation to protecting<strong> public trust<\/strong> and <strong>national security<\/strong>.
