With just one day left, the <strong>Rwanda Development Board (RDB)<\/strong> has reminded stakeholders that <strong>Expressions of Interest (EOI)<\/strong> for <strong>betting<\/strong> and <strong>online casino licences<\/strong> must be submitted no later than <strong>September 30<\/strong>.<\/p>\n\n\n\n<p>The <strong>deadline<\/strong> caps a two-month window that opened following the RDB\u2019s public directive on August 1. That directive marked the end of a <strong>13-month suspension<\/strong> on new gambling licences, a freeze first imposed in June 2024 under the Prime Minister\u2019s Order N\u00b0 028\/03. The suspension allowed regulators to review and redesign Rwanda\u2019s <strong>gambling framework<\/strong> in line with the 2024 Gambling Policy, which aims to modernise the sector, protect players and attract credible investors.<\/p>\n\n\n\n<p>An EOI is the first step for new operators, allowing them to submit basic details about their company, planned investment and type of licence for RDB review.<\/p>\n\n\n\n<p>The RDB directive provides <strong>clear instructions<\/strong> for submissions, stating: \u201cEOIs must be submitted to <a href=\"mailto:NLGC@rdb.rw\">NLGC@rdb.rw<\/a> by 30 September 2025, with the subject line: Expression of Interest &#8211; Category. Submissions should briefly describe the applicant\u2019s profile, <strong>area of interest<\/strong> and <strong>proposed investment<\/strong>. Shortlisted applicants will be contacted for further engagement.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"545\" height=\"600\" src=\"https:\/\/focusgn.com\/africa\/wp-content\/uploads\/sites\/7\/2025\/09\/RWANDA.jpg\" alt=\"\" class=\"wp-image-9365\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>RDB transforms the sector<\/strong><\/h2>\n\n\n\n<p>Beyond the application process, RDB is modernising the sector\u2019s<strong> legal and regulatory framework<\/strong> to create a responsible gambling environment aligned with <strong>international best practices<\/strong> while minimising socio-economic harm.<\/p>\n\n\n\n<p>Operations remain under existing laws, and new and existing operators should factor the recent tax increase from <strong>13 per cent<\/strong> to <strong>40 per cent<\/strong> into their financial planning and stay updated on upcoming regulatory changes.<\/p>\n\n\n\n<p>The RDB has also confirmed the resumption of annual<strong> licence fee collection<\/strong> for all currently licensed operators. Operators will be contacted directly with detailed payment instructions and timelines, and timely compliance is expected to ensure <strong>uninterrupted operations<\/strong>.<\/p>\n\n\n\n<p>The directive emphasised collaboration with the industry.
