{"id":8109,"date":"2025-09-09T09:32:17","date_gmt":"2025-09-09T12:32:17","guid":{"rendered":"https:\/\/focusgn.com\/africa\/?p=8109"},"modified":"2026-04-19T14:04:57","modified_gmt":"2026-04-19T17:04:57","slug":"mozambiques-casino-industry-misses-tax-goals-for-second-year-running","status":"publish","type":"post","link":"https:\/\/focusgn.com\/africa\/mozambiques-casino-industry-misses-tax-goals-for-second-year-running","title":{"rendered":"Mozambique\u2019s casino industry misses tax goals for second year running"},"content":{"rendered":"\n<p>Officials did not list precise reasons for the slump, but several pressures are weighing on the sector.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Mozambique.- Mozambique has released its gambling industry earnings for t<strong>he first six months of 2025<\/strong>, revealing a significant decline in tax revenue from casinos compared to the same period last year.<\/p>\n\n\n\n<p>According to data published by the Ministry of Finance, the state collected <strong>75.2 million meticals <\/strong>(\u20ac1.0m) from <strong>January to June<\/strong>, <strong>a 22.5 per cent drop<\/strong> from the <strong>226 million meticals <\/strong>(\u20ac3.0m) recorded in the same period in <strong>2024<\/strong>.\u00a0<\/p>\n\n\n\n<p>The amount represents just <strong>26.3 per cent<\/strong> of the government\u2019s expected revenue of <strong>500 million meticals<\/strong> (\u20ac6.6m) from casinos this year. This projection was based on a <strong>29 per cent increase <\/strong>from the total <strong>387.7 million meticals<\/strong> (\u20ac5.1m) collected in 2024.&nbsp;<\/p>\n\n\n\n<p>The decline marks the second consecutive year the government has missed its gambling tax revenue target. In 2024, the government had projected to collect nearly <strong>1.235 billion meticals <\/strong>(\u20ac16.4m) in gambling tax revenue, but only achieved around <strong>31.4 per cent<\/strong> of that goal.&nbsp;<\/p>\n\n\n\n<p>Officials did not list precise reasons for the slump, but several pressures are weighing on the sector. Protests and unrest in cities such as <strong>Maputo<\/strong> have disrupted tourism flows, while the insurgency in <strong>Cabo Delgado<\/strong> continues to impact investor confidence.<\/p>\n\n\n\n<p>The Ministry also warned of natural disaster risks. Its <strong>Fiscal Risks Report for 2025<\/strong> noted that the expected <strong>La Ni\u00f1a phenomenon<\/strong> could cut national growth from <strong>5.1 per cent to 4.4 per cent<\/strong>, with floods threatening agriculture, fisheries, construction and trade.\u00a0<\/p>\n\n\n\n<p>Casino taxes make up only about <strong>0.1 per cent <\/strong>of state revenue. Yet their underperformance highlights broader problems in Mozambique\u2019s tourism recovery. Former president Filipe Nyusi previously pointed to <strong>$36m<\/strong> in private investment for five new casino and slot-machine projects in <strong>Maputo<\/strong>, <strong>Beira<\/strong>, <strong>Tete<\/strong>, <strong>Nampula<\/strong>, <strong>Matola<\/strong> and <strong>Pemba<\/strong>.\u00a0<\/p>\n\n\n\n<p>The country\u2019s casino sector is governed by strict rules. Operators must have a minimum share capital of <strong>$2.7m<\/strong> and invest <strong>at least $5.5m over five years<\/strong>.
