Shuai, along with Rudolph Ayin, Loveland Odamtten Okpoti, Joseph Addo Narh, Ibrahim Tijani, Kelvin Baidoo and Elijah Larbi, have denied any collaboration to rig games or cheat the casino.

Despite their denials, the court granted each accused GH¢440,000 ($36,000) bail with two sureties. The court mandated that one of Shuai’s sureties must be Chinese, and he must surrender all travel documents. Shuai, along with Ayin and Narh, are required to report weekly to the police. The case has been adjourned until April 24, 2025.

A complex case

Assistant Superintendent of Police (ASP) Benjamin Baafi, prosecuting, laid out a complex case involving months of surveillance and data analysis. He said the complaint originated from the casino’s manageress after the venue’s internal tracking system flagged Shuai’s frequent and unusually large wins.

In 2024, Shuai registered with the casino and started playing the games, which he continued for some time.

The turning point came on February 16, 2025, when surveillance footage captured suspicious dealings between Shuai and dealer Joseph Addo Narh. This prompted a thorough investigation into Shuai’s playing history, going as far back as September 2024.

Prosecutors allege that Shuai, aided by casino staff, manipulated card games – “flashing cards contrary to game rules” – to secure the equivalent of nearly half a million cedis in winnings.

The court heard that a detailed investigation was then conducted in the system and findings showed that Shuai had wrongfully won games to the tune of GH¢440,000 with the help of casino staff.

Staff members admit to receiving money

Although Shuai initially admitted to the offence in a cautioned statement and repaid the full amount via another player, the six staff members maintained their innocence.
