The urgency of the overhaul stems from the NLA’s need to address systemic challenges, including revenue loss to illegal operators and declining public trust due to unregulated paper-based systems.

Ghana.- The National Lottery Authority (NLA) of Ghana is set to revolutionise its lottery system through a strategic partnership with Chinese tech giants Genlot Game Technology and Huawei.

This initiative, led by Mohammed Abdul-Salam, NLA Director General, follows a high-profile visit to China in May 2025, aimed at advancing the NLA’s digital transformation agenda. The collaboration seeks to modernise Ghana’s lottery infrastructure, extend services to rural areas and combat unregulated paper-based operations that have long undermined the sector’s integrity.

During the Shenzhen visit, Abdul-Salam met Genlot’s CEO, Franz Liu, and CTO Hui Shou, alongside Huawei’s Meng Gencang, Government and Public Sector Solutions Expert. Genlot showcased its secure Point-of-Sale (POS) systems, designed for low-infrastructure environments, which Abdul-Salam described as “essential to our plan of expanding regulated lottery operations to all parts of Ghana”.

Huawei highlighted the integration of its AI tools, cloud platforms and cybersecurity infrastructure to create a seamless operational ecosystem. Abdul-Salam hailed the company’s digital solutions as “a pathway to secure and scale our operations”. The Huawei Executive Exchange in Shenzhen featured experts like Xia Zun, COO of Huawei’s Global Public Sector Business Unit, who presented 5G and smart city solutions that could transform Ghana’s lottery sector.

The urgency of this overhaul stems from the NLA’s need to address systemic challenges, including revenue loss to illegal operators and declining public trust due to unregulated paper-based systems.

As a vital revenue source for national development, the lottery sector contributes significantly to Ghana’s economy; however, its reach in rural areas remains limited. Abdul-Salam said: “Digitising our operations will bring fairness and accessibility to every corner of Ghana.”

The reform’s implementation roadmap includes forming a technical committee to assess technologies, signing an MOU with Huawei Ghana and scheduling follow-up virtual meetings with Genlot to finalise procurement timelines. Pilot projects and training programs are also in the pipeline to build local capacity. The NLA’s website underscores these steps as critical to ensuring a “modern, secure and accessible” lottery system.
