The ISJ is prioritising voluntary compliance and public awareness before immediate enforcement, amid concerns over slot machines and minors’ access to betting terminals.

Key takeaways:

Angola.- Angola’s Gaming Supervision Institute (ISJ) has engaged 10 municipal administrations across Cabinda, Malanje and Zaire provinces as part of efforts to strengthen institutional cooperation and raise awareness of illegal gambling. The meetings, held in September and October, involved the municipal administrations of Nzeto, Tomboco, Noqui, Lufico and Cuimba in Zaire; Cacongo, Necuto and Massabi in Cabinda; and Calandula in Malanje.

Led by Sebastião Tomagua, head of the ISJ’s Northern Regional Provincial Service, the delegation presented measures to address illegal gambling, particularly coin-operated slot machines and artisanal lotteries found in local markets. The regulator encouraged those involved to stop these activities voluntarily, as its current approach prioritises public awareness over immediate enforcement.

During the meetings, the institute also outlined several restrictions governing gambling advertising and betting activities. These include minimum distance requirements for gambling advertisements and social gaming intermediaries from educational institutions, hospitals, churches, charitable organisations, cemeteries and ministerial departments.

The ISJ reiterated that people under 18 are prohibited from accessing or participating in gambling activities. It also reminded local authorities of the ban on street sales of betting tickets.

Municipal representatives backed the regulator’s campaign, identifying illegal gambling as a major concern in their communities. They particularly pointed to the large number of slot machines operating in some municipalities and minors’ access to betting terminals.

They also raised concerns about underage access to betting terminals, saying the situation had contributed to a considerable decline in school attendance across the region. They said the problem affected not only students but also some education and health professionals.

The ISJ said it plans to extend the awareness campaign to all municipal administrations in the Northern Region.
