Angola.- Angola\u2019s gaming regulator, the Instituto de Supervis\u00e3o de Jogos (ISJ)<\/strong>, has announced a workshop on the procedures and requirements for obtaining authorisation to conduct raffles and competitions.<\/p>\n\n\n\n

The session, scheduled for October 8 at the Michael Kennedy Auditorium<\/strong> at the University Extension of the Universidade Cat\u00f3lica de Angola (UCAN)<\/strong>, will give individuals and organisations an opportunity to understand the approval process, clarify regulatory requirements and address questions about conducting draws and competitions legally.<\/p>\n\n\n\n

The workshop comes as the regulator seeks to improve compliance with rules governing chance-based promotional activities. The ISJ has repeatedly reminded organisations that raffles, promotional random draws and prize competitions require prior authorisation. In an October 2025 notice, it warned public and private entities, including non-profit organisations, about the requirement.<\/p>\n\n\n\n

The regulator has also taken enforcement action against unauthorised raffle activities. Its 2023 sector report recorded 16 fines for various violations, including conducting a draw without ISJ authorisation.<\/p>\n\n\n\n

Under Angola\u2019s Gaming Activities Law<\/strong>, promotional draws, raffles and certain temporary competitions require prior authorisation from the gaming regulator. Competitions determined entirely by skill, talent or a jury are excluded from this requirement.<\/p>\n\n\n\n

Organisers must submit the draw rules, eligibility criteria, winner-selection method and prize details before the activity begins. Technology used for a draw may also require ISJ assessment and certification.<\/p>\n\r\n\t\t
